RECOMMENDATION:
Staff recommends the City Council award a construction contract to FS Construction
to conduct the necessary work for the repair of concrete drainage swales at Culver
City Park (P-905).
BACKGROUND:
The City’s Parks, Recreation, and Community Services Department and Public
Works Department staffs have conducted field investigations to review the condition
of concrete drainage swales located on the hillside in Culver City Park. These field
investigations have revealed the need for five point repairs of portions of drainage
swales within the south and west facing slopes of the park. The drainage swales are
in need of maintenance due in part to differential settlement of landfill material and
water intrusion which resulted in weakening of underlying soils and the creation of
voids that impacted the swale. The scope of work included in the contract provides
for placement of cement slurry into these voids and removal and replacement of
damaged portions of the concrete drainage swales.
DISCUSSION:
As this public works project consists of repair of the drainage swales, it does not
require formal bidding. Four (4) construction contractors were invited to submit
informal bids for this project. FS Construction responded on May 15, 2008, with a bid
for the subject project in the amount of $14,660. Staff reviewed the bid document

and found it to be responsive and complete. Therefore, staff proposes to award the
construction contract to FS Construction.
FS Construction has completed several major Public Works projects for Culver City
such as the Curb, Gutter, and Sidewalk Replacement Project, the Costco NTMP
Project, and other concrete repair projects. All of these projects were completed in a
satisfactory and professional manner.
Construction management and inspection
The construction management and inspection will be performed by Engineering
Division staff.
The construction work will begin in August 2008 and is expected to be substantially
completed in late September 2008 before the rainy season begins.
FISCAL ANALYSIS:
The City Council approved $30,000 for this project as part of the FY 2008-09
Adopted Capital Improvement Project, P-905 (41900905). The project budget is
listed below:
Estimated Project Expenses

Project contingency $10,340
Total Estimated Project Expenses $25,000
Due to the uncertainty of the size of the voids underneath the existing drainage
swales, it is recommended that a large project contingency amount be included in
the project budget. There are sufficient funds in the Drainage Swale at Culver City
Park Project, P-905.

MOTIONS:
That the City Council:
1) Award a construction contract to FS Construction for the Repair of the
Drainage Swales Along the Existing Slope at Culver Park Project in the
amount of $14,660;
2) Authorize the Public Works Director/City Engineer to approve change orders
in an amount not-to-exceed $10,340, and
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
