RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the construction of the Ocean Drive Sidewalk Project, PS-037.
BACKGROUND
In September 2024, Public Works issued a Request for Proposal (RFP) to the City Council approved list of on-call civil engineering firms for engineering design services for sidewalk and drainage improvement design of a new sidewalk on the north side of Ocean Drive, connecting Overland Ave and the Ballona Creek bridge. Engineering design services included topographic surveys, drainage, and civil plans. The City received seven proposals as a result of the RFP. After receiving and reviewing the proposals, Kreuzer Consulting Group was selected. Prior to design, in January 2025, a Notice of Adjacent Project was mailed to residents adjacent to the proposed sidewalk notifying them of the proposed removal of the existing trees necessary for the design. There were no comments, questions or concerns. A Parkway Tree Removal Request was filed and completed by the City Arborist in February 2025. A Notice to Proceed was issued to Kreuzer Consulting Group in February 2025 for engineering design services.
The design has been completed, reviewed, and approved by Public Works Department staff. The construction plans will replace uplifted curb and gutter, portions of uplifted asphalt pavement, remove existing trees, regrade the existing slope, and join an existing curb ramp at Overland Ave. These improvements will create a new pickup and drop-off location for students who use the Ballona Creek Bridge to access the tri-schools, alleviating congestion on Elenda Street, and improving vehicle and pedestrian circulation.
FISCAL ANALYSIS
The total estimated project cost is $378,000. The proposed project will be funded with a combination of Mobility Improvement Fund - Fund 437 and General Fund - Fund 420 that have been allocated to the project as part of the Revised Budget for Fiscal Year 2025-2026 as follows:
