City of Culver City, California Parks and Recreation Commission Agenda Item Report RECOMMENDATION: Staff recommends the City Council adopt a Resolution (Attachment 1) authorizing the filing of a Corporation for National and Community Service grant application for the Retired & Senior Volunteer Program (RSVP) for the three year cycle including Fiscal Years 2009-2010, 2010-2011, and 2011-2012. BACKGROUND/DISCUSSION: The Culver City Retired & Senior Volunteer Program (RSVP) will begin its 36 th year of successful operation in April 2009. In the past year, 520 volunteers provided volunteer work for a wide variety of community agencies and organizations and provided 123,988 hours of volunteer assistance. The RSVP volunteers have been very valuable in assisting the City of Culver City, the Culver City Unified School District, local non-profits, hospitals and other community organizations by contributing hundreds of thousands of hours to these public services over the years. The monetary value of the 123,000 service hours above is $991,904 when using California minimum wage and an even more impressive $2,419,006 when using the nationally recognized value of a volunteer hour. FISCAL ANALYSIS: This year’s proposed budget to the Corporation for National and Community Service is $127,124. The non-Federal share amounts to $82,047 with the actual cash contribution from the General Fund amounting to $79,047 and $3,000 donated by the community. The Federal share funded by the Corporation for National and Community Service is $45,077. WHEREAS, the Corporation for National and Community Service awards funds on a 3-year cycle to help administer the Retired & Senior Volunteer Program; and, WHEREAS, the City of Culver City wishes to submit a grant application for said funds, to administer the Retired & Senior Volunteer Program; and, WHEREAS, it is necessary that the City of Culver City authorize the submittal of a Corporation for National and Community Service grant application; and, WHEREAS, it is necessary that the City of Culver City designate and authorize a representative to sign the grant application and all related documents in order to be eligible to receive any Corporation for National and Community Service funds. NOW, THEREFORE, the City Council of the City of Culver City, California, DOES HEREBY RESOLVE, as follows: 1. The City Council of the City of Culver City approves the submittal of a grant application to the Corporation for National and Community Service for funds for fiscal years 2009-2010, 2010-2011 and 2011-2012. 2.
