RECOMMENDATION:
Staff recommends that the Culver City City Council approve an amendment to an
existing professional services agreement with Joshua Callaghan for the application
of photo murals to eleven utility boxes in and adjacent to Town Plaza.
BACKGROUND & DISCUSSION:
This art project was originally conceived of in an effort to integrate nine traffic
signal/utility boxes (located in and adjacent to Town Plaza) into their surroundings.
A request for proposal (RFP) was disseminated in 2004 to approximately 250 artists
and a total of nine proposals were received by the submission deadline. Per staff’s
recommendation, the Cultural Affairs Commission (“CAC”) recommend to the City
Council to approve a professional services agreement with Joshua Callaghan to
install an art concept on nine traffic signal/utility boxes using the balance of the
percent for art allocation from the Town Plaza construction budget. The total cost
was $10,000.
The estimated life of the vinyl covering is approximately five years with regard to UV
damage and graffiti resistance. In 2006, several of the boxes were partially or
completely re-wrapped to replace torn or cut portions of the vinyl covering. All boxes
that are currently wrapped need re-wrapping due to fading caused by UV, scratches
or damage to the anti-graffiti coating.

With the realignment of Washington Boulevard, two of the original wrapped boxes
were removed and replaced by three new boxes along Culver Boulevard, just east of
the Culver Hotel. Mr. Callaghan provided an updated estimate (attached) for
wrapping a total of eleven boxes with an outside cost of approximately $18,000
which includes design, fabrication and installation. ($3,600 of this is off-set by a
payment from DW Studios Productions for damage incurred in late 2009 during
filming to the large electrical panel distribution box in Town Plaza.)
Given the effectiveness of this art installation in helping the boxes blend with their
surroundings and the positive public response it has received, staff recommends
amending the agreement with Joshua Callaghan. All eleven utility boxes are owned
by the City.
Staff brought this item forward to the CAC on March 9, 2010 who unanimously
supported the recommendation to the City Council that Mr. Callaghan’s agreement
be amended to apply photo murals to all eleven boxes.
FISCAL ANALYSIS:
All costs associated with this project are appropriated for in the Art Fund (Fund 413).
There are sufficient funds in Project 41300824 for the restoration of this art work.

MOTION:
That the City Council:
1. Approve an amendment in an amount not-to-exceed $18,000 to the existing
professional services agreement with Joshua Callaghan; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the
City.
