RECOMMENDATION

 

Staff recommends that the Disability Advisory Committee (DAC) (1) consider adopting motions to appoint DAC members as liaisons to various outside associations, and City Commissions, Boards, and Committees (CBC); and (2) consider dissolving an Ad Hoc Subcommittee whose purpose has been fulfilled, if any.

 

 

BACKGROUND/DISCUSSION

 

Appointing DAC Members as Liaisons to CBCs

Commissions, and their specific powers and duties, are established in Chapter 3.03 of the Culver City Municipal Code.  In contrast, committees are created for a specific purpose and their specific powers and duties are established and/or abolished by ordinance, resolution, or other action by City Council by virtue of the City Charter (Article XI, Section 1105).  While Commissions always consist of five members, a committee’s membership size may vary and is specified in their committee bylaws. 

 

Both Commissions and Committees act as advisors to City Council by providing findings and recommendations on matters pertaining to policies, procedures, rules, and regulations within the subject matter of their CBC.  Though these findings and recommendations are of great importance in the overall decision-making of City Council, the Council may decide to override the recommendation of the CBC in determining the best course of action to take on a given matter.

 

At the beginning of the new fiscal year, the DAC may appoint Members as liaisons to represent the Committee on various outside associations and CBCs.  This appointment is not an appointment to the committee or commission itself; but rather a means for the Committee to keep apprised of the goings on of other CBCs that may share common interests and objectives with the DAC.  Liaisons are required to attend all meetings of the CBC they have been appointed to and are prohibited from speaking during the meetings on behalf of the DAC.  Liaisons are also required to deliver a report at DAC regular meetings with regards to what was discussed at their CBC’s meetings.

 

The DAC has asked Parks, Recreation, and Community Services (PRCS) staff at DAC meetings how to stay informed about other CBC matters related to individuals with disabilities throughout Culver City.  PRCS staff has added this agenda item to provide an opportunity for discussion related to the assigning of liaisons to various outside associations and City committees.

 

Staff recommends that the Committee refer to the list of CBCs (Attachment 1) to appoint members if desired.  Attachment 1 provides a brief description of each committee’s primary responsibilities.  The motions listed below may be repeated as many times as the Committee deems appropriate.

 

Dissolving an Ad-Hoc Committee

 

A Commission, Board or Committee may create an “ad hoc” subcommittee which “serves only a limited or single purpose, it is not perpetual and is dissolved when the specific task is completed”.  Attachment 2 lists all DAC Ad Hoc subcommittees that are currently active.

 

At the October 11, 2023, DAC meeting, Staff prepared an agenda item recommending DAC consider dissolving any ad hoc subcommittees the DAC believed had served their purpose, based on the definition stated above.  Following discussion, the Committee voted unanimously to dissolve the Community Development Block Grant Advisory Committee (CDBGAC).

 

 

FISCAL IMPACT

 

There is no fiscal impact associated with the discussion of this Agenda Item.

1.                     Adopt respective motions related to the appointment of Committee Members to serve as liaisons to outside Associations, and City Commissions, Boards, and Committees (CBC), if desired; and,

 

2.                     Consider dissolving a DAC Ad Hoc Subcommittee whose purpose has been fulfilled, if any.
