RECOMMENDATION

 

Staff recommends the City Council adopt a Resolution, expressing support for the workers at Southern California Hospital in their efforts to maintain fair wages, protect employee and patient well-being, and uphold good working conditions at the hospital.

 

 

BACKGROUND

 

Southern California Hospital at Culver City serves as a vital healthcare institution for the residents of Culver City and surrounding communities. Its employees, including nurses, medical technicians, custodial workers, administrative staff, and others, provide essential healthcare services every day.

 

Earlier this year, Southern California Healthcare System, Inc., (aka Southern California Hospital at Culver City) filed for bankruptcy. Subsequently, in recent months, concerns have been raised by Southern California Hospital staff and their representatives regarding wage levels, staffing shortages, and working conditions. These issues have implications for both employee well-being and patient care. Some labor organizations and community members have voiced support for hospital workers seeking to maintain fair compensation, safe working conditions, and high standards of care.

 

As a municipality, the City of Culver City does not have direct authority over hospital administration but recognizes the critical public interest in ensuring that healthcare institutions operate in a manner that respects and supports the workers and residents who rely on them.

 

At the May 27, 2025 City Council Meeting, Council Member Fish relayed the news of the bankruptcy of Southern California Hospital to the City Council, and received majority consensus of the Council to agendize consideration of a resolution in support of the workers to maintain their pay, as well as the health of the employees and patients, and good conditions at the hospital.

 

 

DISCUSSION

 

The proposed Resolution expresses formal support for the hospital workforce in their efforts to secure:

 

                     Fair wages that reflect the rising cost of living and the value of their essential services;

 

                     Safe and supportive working conditions, including reasonable staffing levels, physical and mental health support, and appropriate work hours;

 

                     A high standard of care for patients, which depends significantly on staff morale, experience, and retention.

 

The City Council’s endorsement would send a clear message that Culver City values the health, safety, and dignity of healthcare workers and recognizes their indispensable role in the community. It also affirms the City’s broader commitment to labor rights, public health, and economic equity.  This action is symbolic in nature but contributes to broader public discourse and aligns with the City’s values of fairness, health equity, and support for frontline workers.  To this end, the proposed Resolution is presented for City Council’s consideration for adoption.

 

 

FISCAL ANALYSIS

 

There is no direct fiscal impact to the City from the adoption of this Resolution. The measure is non-binding and expresses the Council’s policy position. Any future actions with financial implications would require separate Council consideration.
