RECOMMENDATION

 

Staff recommends the City Council (1) award a construction contract to Blackpointe Group Construction & Management, Inc. as the lowest responsive and responsible bidder, in the Amount of $164,223.50 for the ADA Sidewalk Repair Project (Project), PS-011 (CDBG Project No. 602758-25); and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $32,844.00 to cover contingency costs (20%).

 

 

BACKGROUND

 

On November 11, 2024, the City Council approved Community Development Block Grant (CDBG) fund allocation for Fiscal Year 2025-2026, which includes the repair and replacement of existing uplifted sidewalk with ADA-compliant sidewalk at various locations across the City based on previously submitted resident reports and site visits by City staff. The CDBG project number associated with this fund allocation is 602758-25.

 

This Project will focus on the following areas:

 

                     Blair Hills neighborhood: the construction of four new ADA curb ramps at the intersection of Wrightcrest Drive and Lenawee Avenue;

                     Milton Avenue: the removal and replacement of a curb ramp at Milton Avenue and Aletta Avenue, as well as repair of uplifted sidewalk along Milton Avenue;

                     9940 Jefferson Boulevard: the construction of a new ADA curb ramp at the existing crosswalk at 9940 Jefferson Blvd; and

                     5215 Sepulveda Boulevard: the removal and replacement of uplifted sidewalk along 5215 Sepulveda Boulevard, between the Ballona Creek Bridge and Machado Road

 

Since the sidewalk uplift is mainly attributed to parkway tree root intrusion, existing parkway tree well expansion, parkway tree removal and replacement, curb and gutter reconstruction, and driveway approach reconstruction are also part of the Project scope at select locations.

 

Construction Bids

 

On February 9, 2026, the City Council approved the specifications, and authorized staff to publish a notice inviting bids for the Project. The Notice Inviting Bids was published on the Culver City PlanetBids website on February 12, 2026. The bid opening date was March 5, 2026. Seven contractors responded. The three lowest bid amounts are listed below.

Staff reviewed the contractors’ bid documents and Blackpointe Group Construction & Management, Inc. submitted the lowest responsive bid. Blackpointe Group Construction & Management, Inc.’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Staff contacted Blackpointe Group Construction & Management, Inc.’s references and found them to be satisfactory.

 

A proposed construction contingency amount of $32,844 (20%) is requested for unforeseen conditions during construction and to allow additional sidewalk replacement as identified by the City. The Public Works Department Engineering Division staff will perform the construction management and construction inspection.

 

 

FISCAL ANALYSIS

 

The project is funded in the City’s Fiscal Year 2025-2026 with CDBG funds. The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding in the amount of $197,067.50 (base contract plus contingency) for the proposed contract with Blackpointe Group Construction & Management in CIP No. PS011 CDBG Sidewalk Repairs (Fund 428 - CDBG) which can be found on page 593 in the Budget Book.

That the City Council:

                     

1.                     Award a construction contract to Blackpointe Group Construction & Management, Inc. as the lowest responsive and responsible bidder, in the Amount of $164,223.50 for the ADA Sidewalk Repair Project, PS-011 (CDBG Project No. 602758-25); and

 

2.                     Authorize the Public Works Director to Approve Change Orders to the Contract in an Amount Not-to-Exceed $32,844.00 to Cover Contingency Costs (20%);

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
