RECOMMENDATION:
Staff recommends the City Council take the following actions related to the
construction of the Skateboard Park Project, P-830:
• Accept the work performed by California Landscape and Design, (California
Skateparks);
• Authorize the filing (recording) of the Notice of Completion for the Project; and
• Authorize the release of the balance of the retention payment in the amount
of $28,075.55 to the contractor after the thirty-five (35) day lien period
expires.
BACKGROUND/DISCUSSION:
On April 9, 2007, the City Council awarded a contract to California Skateparks for
the construction of a new Skateboard park in the amount of $539,655. The City
Council also authorized the Public Works Director/City Engineer and the Parks,
Recreation, and Community Services Director, to increase the Contract by an
amount not to exceed $27,000 (approximately 5%), if necessary, due to unforeseen
conditions.
The work was satisfactorily completed by California Skateparks. During the
construction, several change orders were issued and are as follows:
1. Additional site Work due to buried concrete $11,276.98
2. Additional base and concrete for Skatepark $ 4,987.50

The total amount of the change orders is $21,856.07 and is less than the $27,000
authorized by the City Council. In addition to this change order amount,
approximately $16,000 from project funds was spent to purchase materials for the
construction of landscaping and a handicap access ramp by City forces.
The Contractor is providing a one-year warranty on the material and workmanship of
the Skatepark. Staff will carefully monitor the condition of the Skatepark and notify
the Contractor to conduct any repairs, if necessary. It is expected that the Skatepark
will endure some damage to the concrete at the angles of the stairs and the tile
coping around the top of the Bowl.
The Skatepark had its grand opening on Saturday, October 27, 2007, and the park
was well received by the skaters.
FISCAL ANALYSIS:
The retention payment of $28,075.55 is part of the original contract approved by
Council. There are sufficient funds available to release the balance of the retention
payment. It is anticipated that there will be on-going maintenance costs for the
Skatepark in the future years.
The Skatepark was completed for $44,000 less than originally budgeted, which
represents a savings for the General Fund. These remaining General Funds may be
used to off-set some of the future maintenance of the Skateboard Park.
Additionally, on July 9, 2007, the City Council adopted a Resolution approving the
submittal of an application for $50,000 in Los Angeles County Proposition A funds
for the project. The application was submitted on July 10, 2007. On October 30,
2007, the Los Angeles County Board of Supervisors approved the Board Letter
authorizing Proposition A funds for the Culver City Skatepark. Although the Board of
Supervisors authorized the use of Prop A funds for the Skatepark, this approval
arrived too late for use on the construction project because costs incurred prior to
the execution of a grant agreement will not be reimbursed by the Regional Park and
Open Space District. Once the grant agreement is executed, options on how to City of Culver City, California

spend the Proposition A funds and the remaining $44,000 of General Funds
originally appropriated for the Skatepark will be recommended to the City Council.
