RECOMMENDATION:
Staff recommends the City Council award a construction contract to West Coast
Storm Inc., as the lowest responsive and responsible bidder, in the amount of
$847,410.00 for the fabrication and installation of full capture catch basin devices.
BACKGROUND:
On October 10, 2005 and September 25, 2006, the City Council adopted Resolution
Numbers 2005-R068 and 2006-R066 respectively accepting a Proposition 50 Grant
for the “Culver City City-wide Best Management Practices (BPM) Treatment Train”
project. The grant consists of $1,194,100 of reimbursable funds and requires a
$720,521 soft match for staff support. The project includes implementation of
several treatment and source control BMPs Citywide to reduce urban run-off and
storm water pollution.
On May 27, 2008, the City Council authorized the issuance of a Request for
Proposals to complete all elements of the project. Unfortunately, the State issued a
bond freeze for Proposition 50 Grant projects from March 2009 to June 2010 thereby
delaying implementation of the project. Staff was notified in July 2010 that the funds
were unfrozen and to move forward with the project.
Completion of this project will assist the City in complying with portions of the Total
Maximum Daily Load (TMDL) storm water pollution regulations. The TMDL for trash
requires full zero-trash compliance by September 30, 2013. Installation of the full
capture catch basin devices would meet this requirement. Other elements of the
project will also assist in TMDL compliance. City of Culver City, California

DISCUSSION:
On September 23, 2010, staff released Bid 1456: Request for Proposal for the
Fabrication and Installation of Full Capture Catch Basin Devices, P-497. The bid
required contractors to fabricate and install 834 two-tiered stainless steel trash
screens throughout the City (Attachment 1).
The first tier is an Automatic Retractable Screen (ARS) that would prevent trash and
debris from entering the catch basin during dry weather and moderate storm flows.
The ARS is installed in front of the catch basin and would open automatically during
heavy rain to prevent flooding. Trash and debris left at the curb would be collected
by street sweeper.
A stainless steel ARS device installed at the curb could be reflective and might
become a distraction to drivers and pedestrians. To mitigate any negative impacts
from their installation, staff proposes to powder coat each ARS blue to match the
“Drains to the Ocean” stenciling found on top of catch basin throughout the City.
The second tier is a screen installed within the catch basin. The Connector Pipe
Screen (CPS) prevents trash and debris that passed the ARS from entering the
storm drain system. Trash that enters the catch basin vault would remain there until
maintenance crews remove it.
Currently, the County of Los Angeles (County) cleans catch basins throughout the
City twice a year. After the catch basins are retrofitted, the County recommends
cleaning them before and after each storm season as well as after each major
storm. Staff is exploring different service/price scenarios to accommodate the
augmented cleaning schedule since the County will shift maintenance responsibility
to the City.
Both screens come with a 3 year warranty from the manufacturer and have an
expected life span of 20+ years.

All three firms submitted qualified products; however, the lowest responsive and
responsible bidder is West Coast Storms Inc.

Lowest Responsive and Responsible Bid
The lowest responsive and responsible bidder, West Coast Storms Inc. is a licensed
contractor in good standing with experience on several full capture catch basin
devices projects across the county. References for West Coast Storms Inc. were
contacted by staff and all indicated the contractor to be competent, fair and diligent.
The devices proposed to be installed under this contract have been certified by the
County of Los Angeles to be effective and have passed rigorous hydrological testing.
The City of Los Angeles has installed these devices throughout the City of Los
Angeles.
It is recommended that a contract be awarded to West Coast Storms Inc., as the
lowest responsive and responsible bidder, in the amount of $847,410.00.
Schedule
It is expected that work will begin in January 2011 and be completed in 60 days,
which will meet the March 31, 2011deadline of the Prop. 50 grant.
FISCAL ANALYSIS:
The Fiscal Year 2007/2008 City Council adopted Capital Improvement Budget
includes $1,252,000 in Proposition 50 grant funding for design and construction of
various best management practices to reduce storm water pollution (P-497). There
is a $313,200 match required of City staff time on the project. Employee staff time
includes engineering, budget and finance, environmental programs, and
maintenance operations divisions. Staff will document their time on this project on
their timesheets to meet this requirement and for auditing purposes. Also there is a
$407,321 local match for construction design, maintenance, and public outreach
In addition, the City received $485,000 in federal appropriations through the U.S.
Environmental Protection Agency for this project. With the inclusion of federal funds,
the amount of Prop 50 funds required for this project is reduced to $362,410. The
remaining Prop 50 funds will be used to complete the rest of the grant scope which
includes installing rain gardens at the Transfer Station and Public Services Building,
installing a cistern at the Public Services Building, and installing 45 trash and 55
recycling pedestrian cans along heavily traveled sidewalks.
There are sufficient matching funds budgeted in the CIP P-497 account to complete
this project.

That the City Council:
1) Award a construction contract to West Coast Storm Inc., as the lowest
responsive and responsible bidder, in the amount of $847,410.00 for Fabrication
and Installation of Full Capture Catch Basin Devices Project; and,
2) Authorize the Public Works Director/City Engineer to approve change orders, if
necessary, in an amount not to exceed $84,741.00; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
