RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commissionmake a recommendation to the City Council regarding adoption of a
resolution revising the established Rules and Regulations regarding the use of
Skateboard Parks within the City as outlined in the staff report.
BACKGROUND:
On August 13, 2007, the City Council (1) introduced an Ordinance amending Culver
City Municipal Code Section 9.10.300 (B) to authorize the City Council to establish,
by Resolution, Skateboard Park Rules and Regulations; and (2) adopted a
Resolution establishing Rules and Regulations regarding the Use of Skateboard
Parks within the City. These Rules and Regulations have now been in place for
approximately seven (7) years without updates or modifications. Recreation staff is
proposing some revisions to the Rules and Regulations based on the current use of
the Skateboard Park and the observed behavior patterns of regular users.
DISCUSSION:
Staff’s proposed revisions to Skate Park Rules and Regulations are the underlined
areas of text in numbers 1-c, 1-d, 1-g, and number 2 below:
1. The following rules and regulations regarding the use of public skateboard parks
within the City are hereby established: City of Culver City, California

a) All skaters must wear a helmet, elbow pads and knee pads at all times while
skating.
b) Public entry into the skate park is prohibited at all times that the skate park
gates are locked.
c) Skating is prohibited at all times that it is raining or when the skating area is
wetor contains a large amount of debris.
d) The skate park is for skating use only, including skateboarding, rollerskating,
in-line skating, rollerbladingand non-motorized scooters only. Bicycling, the
use of motorized devices of any type and all other uses are prohibited.
e) Only skaters are permitted within the skating area.
f) No food, drink, glass or breakable objects are allowed within the skating area.
g) No one is allowed to clean the skating area except City staff or other City-
authorized personnel.
h) No drugs, alcohol, tobacco products, weapons or pets are allowed within the
skate park.
i) No portion of the skate park may be modified, altered or added to in any
manner without written permission of the City’s Parks, Recreation and
Community Services Director.
j) Skating is only permitted within the skate park and is prohibited in all other
areas of Culver City Park, including its adjacent sidewalks, streets and
parking lots.
k) Competitive, demonstration and rental events are prohibited, unless written
permission is obtained from the Parks, Recreation and Community Services
Director.
2. For purposes of the Resolution and the rules and regulations set forth herein, the
term “skating” includes skateboarding, rollerskating, in-line skating, rollerblading
and the use of non-motorized scooters only.
