THE MOTION CARRIED BY THE FOLLOWING VOTE: AYES: CLARKE, O'LEARY, SAHLI-WELLS, WEISSMAN NOES: NONE ABSENT: COOPER o0o June 23, 2014 4 Order of the Agenda No changes were made. o0o Joint Public Hearings Item JPH-1 JOINT CITY COUNCIL/HOUSING AUTHORITY/PARKING AUTHORITY AGENDA ITEM: PUBLIC HEARING - 1) Adoption of a Resolution Approving and Adopting the Annual Appropriations Limit for Fiscal 2014/2015; 2) Adoption of a Resolution Adopting the Fiscal Year 2014/2015 Budget for the City of Culver City, the Culver City Housing Authority, and the Culver City Parking Authority MOVED BY BOARD MEMBER CLARKE AND SECONDED BY BOARD MEMBER WEISSMAN THAT THE HOUSING AUTHORITY BOARD OPEN THE PUBLIC HEARING. THE MOTION CARRIED BY THE FOLLOWING VOTE: AYES: CLARKE, O ’LEARY, SAHLI-WELLS, WEISSMAN NOES: NONE ABSENT: COOPER MOVED BY BOARD MEMBER WEISSMAN AND SECONDED BY BOARD MEMBER CLARKE THAT THE HOUSING AUTHORITY BOARD RECEIVE AND FILE THE AFFIDAVITS OF PUBLISHING AND THE NOTICES OF THE PUBLIC HEARING. THE MOTION CARRIED BY THE FOLLOWING VOTE: AYES: CLARKE, O ’LEARY, SAHLI-WELLS, WEISSMAN NOES: NONE ABSENT: COOPER Chair Sahli-Wells invited public comment. The following members of the audience addressed the Housing Authority Board: Marla Koosed, Chair of the Cultural Affairs Commission and Foundation, thanked the City Council, City Manager and everyone who provided public input on the Cultural Affairs Commission budget recommendations for 2014-2015 as well as staff for their hard work over the past year; June 23, 2014 5 discussed approval for initiation of a study similar to the Otis Report on the Creative Economy to establish baseline knowledge of the arts and culture in Culver City; she felt the study would aid in strategic planning efforts for Cultural Affairs; she noted the need to explore additional sources of funding in the next fiscal year; she asserted that the workload was more than Ms. Byers, and Ms. Obrow at 20% would be able to reasonably accomplish; discussed revision of the Historic Preservation ordinance; and she wanted to see a plan to reinstate Ms. Obrow at 100% for Cultural Affairs. Cary Anderson read an excerpt from Item J-2 in the January 3, 2012 meeting minutes, and he questioned whether committee meetings and the workshop were public as he wanted to provide input. Discussion ensued between Board Members regarding the ad hoc committee; the first meeting; identification of issues; representation from City departments; the work list; issues identified; composition of the Committee; and solicitation of public input in the future. MOVED BY BOARD MEMBER WEISSMAN AND SECONDED BY VICE CHAIR O’LEARY THAT THE HOUSING AUTHORITY BOARD CLOSE THE PUBLIC HEARING. THE MOTION CARRIED BY THE FOLLOWING VOTE: AYES: CLARKE, O ’LEARY, SAHLI-WELLS, WEISSMAN NOES: NONE ABSENT: COOPER MOVED BY BOARD MEMBER CLARKE AND SECONDED BY BOARD MEMBER WEISSMAN THAT THE HOUSING AUTHORITY BOARD: ADOPT A RESOLUTION APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR 2014/2015. THE MOTION CARRIED BY THE FOLLOWING VOTE: AYES: CLARKE, O ’LEARY, SAHLI-WELLS, WEISSMAN NOES: NONE ABSENT: COOPER Chair Sahli-Wells commented that budgeting was a statement of values and indicated the priorities of the City; she was pleased that the budget reflected many things that the public has expressed concern about; she noted that the City could finally address capital June 23, 2014 6 improvements, trees, sidewalks and the arts; she thanked staff for their responsiveness; she appreciated the expansion of the process, allowing for public input, and availability of information; she discussed meeting the Mayor of Bell; and she thanked the community for taking the time to provide their input. Board Member Clarke thanked staff and the Finance Advisory Committee for their work. MOVED BY BOARD MEMBER WEISSMAN AND SECONDED BY VICE CHAIR O’LEARY THAT THE HOUSING AUTHORITY BOARD: ADOPT RESPECTIVE RESOLUTIONS APPROVING THE FISCAL YEAR 2014/2015 BUDGET FOR THE CITY OF CULVER CITY, HOUSING AUTHORITY, AND PARKING AUTHORITY.
