RECOMMENDATION:
Staff recommends that the City Council appoint and/or reappoint members to the
Planning Commission, Parks and Recreation Commission, Civil Service Commission,
Cultural Affairs Commission, Disability Advisory Committee, the Landlord-Tenant
Mediation Board and the Baldwin Hills Community Advisory Panel.
BACKGROUND:
In order to fill vacancies on the various commissions, committees and boards, staff has
taken the following steps to provide public notice:
• Advertisements ran in the Culver City News on May 6 and May 13, 2010. [Due to an
error by the newspaper, advertisements scheduled to run on May 20 and May 27, 2010
did not run.]
• Advertisements ran in the Culver City Observer on May 6, May 13, May 20 and May
27, 2010.
• Notice was posted on the City’s web site starting on May 6, 2010.
• Letters were sent to commission/committee/board members who were eligible to
apply for reappointment.
• Announcements were made at Council Meetings regarding the application period
and deadline.

DISCUSSION:
Consideration of Appointments:
Planning Commission – One seat is available for appointment. Office No. 5,
currently held by Anthony Pleskow, expires on June 30, 2010. Mr. Pleskow was
appointed to the Commission in 2008 to fill an unexpired term. Mr. Pleskow submitted a
new application indicating his interest to again serve on the Planning Commission. A
total of 2 people submitted timely applications indicating an interest in serving on the
Planning Commission.
Parks and Recreation Commission – One seat is available for appointment. Office
No. 3, currently held by Marianne Kim, expires on June 30, 2010. Ms. Kim was
appointed to the Commission in 2008 to fill an unexpired term. Ms. Kim submitted a
new application indicating her interest to again serve on the Parks and Recreation
Commission. Ms. Kim’s application was the only one received for the Parks and
Recreation Commission.
Civil Service Commission – One seat is available for appointment. Office No. 1,
currently held by Michael Whitaker, expires on June 30, 2010. Mr. Whitaker was
appointed to the Commission in 2006. Mr. Whitaker submitted a new application
indicating his interest to again serve on the Civil Service Commission. A total of 2
people submitted timely applications indicating an interest in serving on the Civil Service
Commission.
Cultural Affairs Commission – One seat is available for appointment. Office No. 5,
currently held by Clement Hanami, expires on June 30, 2010. Mr. Hanami did not
submit an application seeking reappointment. A total of 5 people submitted timely
applications indicating an interest in serving on the Cultural Affairs Commission.
Disability Advisory Committee - Two seats are available for appointment. Office
No. 1, held by Robyn Tenensapf, expires on June 30, 2010. Ms. Tenensapf submitted
an application seeking reappointment. Office No. 5, held by Dr. Jay Shery, also expires
on June 30, 2010. Dr. Shery submitted a new application indicating his interest to again
serve on the Disability Advisory Committee. A total of 5 people submitted timely

Landlord-Tenant Mediation Board:
Please note that there are no term limits for the Landlord-Tenant Mediation Board.
Tenant Representative – Three seats are available for appointment. One
application was received for this position.
Landlord Representative – Two seats are available for appointment. Mary Ellen
Fernandez was reappointed to the Board in 2007. Ms. Fernandez filed an application
seeking reappointment. A total of 5 timely applications were received for this position.
Member at Large Representative – Two seats are available for appointment. One
application was received for this position.
Tenant Alternate – One seat is available for appointment. No applications were
received for this position.
Baldwin Hills Community Advisory Panel – One Member seat and one Alternate
seat is available for appointment. One application was received for this position.
Please note that the City Council has the option of appointing one or more of its
members to this panel.
FISCAL ANALYSIS:
For new appointees to the Landlord-Tenant Mediation Board, there will be 30 hours of
professional mediation training at a cost of $625 each and AB 1234 Ethics training.
These costs would be absorbed in existing Housing Division Budget appropriations.
For new appointments to all other commissions, committees or boards, individuals who
have not already completed AB 1234 Ethics training must do so, along with Brown Act
training. Sufficient funds for training has been included in the Non-Departmental
Division proposed 2010-2011 budget and will be available when the budget is approved

17. Why are you interested in appointment to City Commission, Board Committee or Task Force?
PRCS Commission touches on a broad array of quality-of-life issues that I consider to be interesting,
challenging and rewarding. PRCS plays an important role in providing social and recreational
services to Culver City stakeholders (such as seniors and teens) who would otherwise have limited
access to similar services/facilities in the community. Therefore, I'm interested in continuing to serve
on the PRCS Commission because I'd like to work with staff and community members in an ongoing
effort to promote healthy living and socializing opportunities in the area.
18. What is there specifically in your background, training education or interests which qualify you
as an appointee?
My most recent experience as a PRCS Commissioner the last two years has best prepared me to
continue as an appointee. I'm already familiar with many of the PRCS issues (some of which are
ongoing) and am better prepared to work through the broader issues and trends as the Commission
moves forward in its responsibilities.
On a personal level, I've been a _frequent user of PRCS facilities and services for many years. I've
played in recreational softball leagues and jog around parks in Culver City. The ongoing
maintenance and improvement of field conditions is very important to me as a system user.
Additionallyy. I have a very personal interest in civic education programs. I was fortunately able to
work with the Culver City Teen Center staff in organizing a "youth empowerment day" where Culver
City High School students were taught about various opportunities for community and civil service.
Lastly, my professional background in government strongly supports my role as a PRCS
Commissioner. I currently serve on several advisory bodies for regional agencies and business

associations, coming in contact with city staff and elected officials who have similar interests in
parks, recreation and social service issues.
My job experience in city administration and government affairs has included exposure to broad
state and local issues that is directly pertinent to PRCS long term planning interests, such as matters
involving budgets, demographic trends, and public safety. In summary, my background has allowed
me to better understand the nexus between local and statewide policy matters that affect how Culver
City plans to provide recreational and social services in the long term.
19. What do you see as the objectives and goals of the body to which you seek appointment?
I think the PRCS Commission has a dual role in serving the Culver City community. The first
objective should be to work with city staff in efforts to deliver excellent public facilities/services and
ensure equitable access for all residents. A second important objective should be to provide citizens'
oversight on behalf of community stakeholders
20. How would you recommend the objectives and goals of the body be changed or augmented?
City Charter provides in some detail the Commission's responsibility with regard to matters of
community beautification. As part of this role, P.RCS Commission is tasked with providing input
regarding the variety of trees that should be planted on residential streets far away from the centers
of activity for most PRCS services. The PRCS Commission lacks the technical expertise to advise
City Council on tree varieties. Given that the City staff and PRCS Commission time is limited, I
would recommend removing this responsibility.
21. How would you help achieve the body's established objectives and goals?
Ensuring coordination with major stakeholders and related city departments in planning processes of
interest to this body, encouraging more public input from community/residential groups that have
traditionally been less vocal, seeking out resources to enhance effective community service programs,
and trying to make community service programs more effective for non-English speaking senior and
other residents.
22. What special qualifies can you bring to the body to which you seek appointment?
I served on the Culver City Redevelopment Board citizens' advisory body and understand the quality-
of-life issues that pertain to the environment surrounding our homes. I currently sit on the body to
which I seek appointment, which means I've already been exposed to the ongoing PRCS issues that
have been discussed for the past several years.
There is also a direct relationship between the type of work FRCS staff performs as a city department
and my professional role in government relations. I'm the only current FRCS Commissioner who has
worked for city government and currently sit on advisory committees for regional and local public
agencies I'm already familiar with state and regional decision making processes as a public policy
analyst, and hope to apply my professional experiences to the objectives of this body.
