RECOMMENDATION:
That the City Council Adopt a Resolution that:
1. Ordering the Preparation of the Engineer’s Report for the Residential
Sanitation Service Charge for Fiscal Year 2008/2009; and
2. Declaring its Intention to Order the Levy of Annual Assessments for
Fiscal Year 2008/2009; and
3. Seting the Public Hearing for June 9, 2008, at 7:00 p.m. in the Mike
Balkman Council Chamber to order the levy of this assessment.
BACKGROUND/DISCUSSION:
Each year the City Council establishes the Sanitation Service Charge to recover the
costs of providing refuse and recycling services to residential properties. The
Sanitation Fund is an enterprise fund that is intended to be self-sufficient, therefore
normally the full cost of services are passed on to customers in order to ensure that
sufficient revenues are collected to cover the costs of services provided. This
charge is assessed on property tax bills for residential properties of four units or
less. Larger multi-family residential properties and commercial properties receive
monthly bills from the City for their refuse and recycling services. A Public Hearing
will be held not earlier than 45 days after authorization by the City Council and
advertisement of notice of the hearing, with a proposed date of June 9, 2008. All
affected property owners will be mailed a notification of any proposed increased
assessment and the date, time and location of the public hearing, as required by

Proposition 218. During the scheduled Public Hearing, the City Council will consider
all protests against any proposed increases in assessment.
FISCAL ANALYSIS:
The Residential Sanitation Service Charge is intended to provide 100% of the
revenue needed to support all expenditures related to collection, operation &
maintenance, capital improvements to facilities, disposal and processing of the
City’s residential refuse and recycling needs. Property owners within the District
are charged their fair share of these costs, as will be described in an Engineer’s
Report.
