RECOMMENDATION
 
Staff recommends the City Council approve a general services agreement with Trueline Construction & Surfacing, Inc. in the amount of $264,617 for the resurfacing of courts at multiple park locations.   
 
 
BACKGROUND
 
The Parks, Recreation and Community Services (PRCS) Department oversees multiple parks with outdoor sports courts, including basketball, tennis, paddle tennis, and ball walls.  These courts are highly used and require repairs to cracks, uneven payment, painted services, and lines.  This project initially listed the following courts for resurfacing to provide safe, and playable surfaces. 
 
•                     Culver West Alexander Park: 1 tennis court, 2 paddle tennis courts, 3 hand ball courts
•                     Culver City Park: 1 basketball court
•                     Fox Hills Park: 1.5 basketball courts, 3 tennis courts, 4 paddle tennis courts
•                     Lindberg Park: 1 tennis court
•                     Syd Kronenthal Park: 1 basketball court, 1 tennis court, 2 paddle tennis courts
•                     Veterans Memorial Park: 2 tennis courts, 3 paddle tennis courts 
 
In addition to the resurfacing, all paddle tennis courts are being dual striped to accommodate both paddle tennis and pickleball.  
 
 
DISCUSSION 
 
On August 14, 2025, staff released a request for proposals for the project.   A mandatory walk-through meeting was required on August 26, 2025, to survey the condition of each court allowing the contractors to submit more responsive proposals.  During the walk through, and in discussion with the companies, staff reassessed the conditions of the courts.  Some of the courts were removed from the project because their condition was beyond the need for simple resurfacing and structural repairs need to be addressed before resurfacing.  These larger repairs were identified at the following sites and removed from the project list:
 
•                     Fox Hills Park: 1.5 basketball courts
•                     Syd Kronenthal Park: 1 tennis court
 
Additionally, the following courts were removed from the project in order to stay within the allocated budget.
 
•                     Culver West Alexander Park: 3 hand ball courts 
•                     Culver City Park: 1 basketball court
 
The proposals were due on September 11, 2025.  There were two companies who submitted.

Staff is recommending Trueline Construction and Surfacing, Inc. because they have grown to be one of the leading game court surfacing companies in Southern California.  In the past 32 years, they have coated over 17,000 tennis, basketball, roller hockey, paddle tennis, and pickleball courts.  Their management team has a combined 60-plus years of experience, and their foremen have an average of 15 years of experience.  They have worked for many cities in southern California, such as the City of Rosemead, City of Fontana, City of Commerce, City of Santa Clarita and the City of Long Beach.  3M Construction Corp presented a lower cost for the proposal, but this vendor has very limited experience resurfacing courts. Staff is not confident that they have the technical expertise required to perform the work. Based on Trueline Construction and Surfacing, Inc.’s experience and understanding of the scope of work, staff believes that their proposal was the most accurate and responsive to the City’s needs.
 
 
 
FISCAL ANALYSIS
 
The Adopted Budget for Fiscal Year 2025-2026 does include sufficient funding for the proposed project in the amount of $264,617 in Capital Improvement Project No. PZ640 (Resurface/Restripe Sports Courts) which can be found in the Capital Improvement Section of the budget book on page 596.  $4661.11 of the funding comes from Fund 419 (Park Facilities Fund) and $259,956.17 of the funding comes from  Fund 420R (General Fund Recreational Facilities Reserve).

That the City Council:
 
1.                     Approve a general services agreement with Trueline Construction & Surfacing, Inc, in the amount of $264,617 for the resurfacing of courts at multiple park locations; and,
 
2.                     Authorize the City Attorney to review/prepare the necessary documents; and
 
3.                     Authorize the City Manager to execute such documents on behalf of the City.
