City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council award a contract to RMS Life Safety Systems, Inc., for the installation of replacement life safety system sensors at the Culver City Transportation Facility. BACKGROUND: The construction of the Culver City Transportation Facility was completed in 1998. At that time, a contract was included for the replacement of the sensor mechanisms which detect harmful gases in the shop facility. This includes 13 carbon monoxide sensors, and 22 methane sensors. Scheduled replacement of these components was conducted periodically over the past ten years within the term of that previous contract. Additional scheduled replacement requires a new contract in order to replace all sensors in the facility in accordance with the safety regulations of the California Code of Regulations (CCR), Title 24, California Building Code and subsystems specified in Part 2 of the California Building Code, and Part 4 of the California Mechanical Code. The methane sensors will be replaced in this fiscal year, and the carbon monoxide sensors will be replaced in the next fiscal year. As part of a formal bidding process, staff issued a Request for Bid #1416 on January 15, 2009, identifying the scope of work for sensor replacements. Fulwood (04/08/09) City of Culver City, California City Council Agenda Item Report DISCUSSION: One bid was received from a qualified contractor, RMS Life Safety Systems, Inc., in the amount of $16,107.45. This contractor possesses all required certifications, experience and references, and the form and content of their submission was complete. Thus staff has determined RMS Life Safety Systems, Inc. to be the lowest responsive and responsible bidder. In the FY08-09 and FY09-10 budgets, staff established an estimated projected budget for this work. The quote provided by RMS Life Safety Systems, Inc. fell below staff’s projected budget value. FISCAL ANALYSIS: No General Fund dollars will be used for this work. All funds are allocated in the Transportation Department’s FY08-09 and a request will be included in the FY09-10 budget in the Department Special Supplies account 20368300.732120. ATTACHMENTS: None. MOTION: That the City Council: 1. Award a contract to RMS Life Safety Systems, Inc. in an amount not to exceed $16,107.45 for the replacement of life safety system sensors at the Transportation Facility; and, 2. Authorize the City Attorney to review/prepare the necessary documents; and, 3. Authorize the City Manager to execute such documents on behalf of the City.
