RECOMMENDATION

 

Staff recommends that the Mobility Subcommittee receive a presentation and discuss the Automated Bus Lane/Stop Enforcement (ABLE) Program’s first year of operation and provide direction to Staff.

 

 

BACKGROUND/DISCUSSION

 

The Automated Bus Lane Enforcement (ABLE) Program is a technology-assisted enforcement initiative designed to improve transit safety, accessibility, and reliability along Culver City's bus network. The program uses bus-mounted cameras to capture brief video footage of potential parking and stopping violations occurring in bus lanes and bus stops. All flagged incidents are forwarded to a staff at the Culver City Police Department (CCPD) for manual review; citations are issued only upon officer approval and are subsequently transmitted to the City's payment processor for mailing.

 

The program launched its 60-day warning period on March 20, 2025, and transitioned to full citation enforcement on May 19, 2025.

 

The ABLE Program was established to advance four core goals: (1) enhancing transit safety by ensuring clear access to bus stops for all riders, including persons with disabilities; (2) improving transit efficiency and on-time performance by reducing obstruction of bus lanes and stops by private vehicles; (3) supporting sustainable transportation by keeping transit and bike lanes unencumbered; and (4) maintaining revenue neutrality through vendor payment structures structured so that the City's total vendor obligations do not exceed net citation revenues collected.

 

This report presents a mid-fiscal year update on program outcomes for the period from May 2025 through April 2026. Citation data reflects enforcement activity across both bus lane and bus stop violation categories. Geographic analysis through violation heatmaps identifies Washington Boulevard and Culver Boulevard as areas with the highest concentrations of bus lane and bus stop violations, informing ongoing decisions about strategic camera deployment and operational prioritization. Gross citation revenues collected over this period total $440,034 and net citation revenues (i.e., the revenues remaining, after all program vendors have been paid) total $110,307.46 over this period.

 

Transportation staff and CCPD will continue to coordinate in monitoring program trends and driving operational improvements through targeted deployment strategies. Staff will keep the City Council and other policymakers apprised of material developments as the program matures and additional enforcement data accumulates.
