RECOMMENDATION
Staff recommends the City Council approve delegating the policy and program ideas gathered by the 2028 Summer Olympics Preparation Subcommittee to relevant City Council Subcommittees, Commissions, Committees, City Departments, the Historical Society and Sister City Committee for further consideration and recommendations.
BACKGROUND
In January 2023, the City Council created the City Council Ad Hoc 2028 Summer Olympics Preparation Subcommittee (“Council Subcommittee”), comprised of Vice Mayor O’Brien and Council Member Puza.
On June 12, 2023, the City Council approved a Subcommittee Work Plan that included the following goals:
1. Create opportunities for Culver City residents and businesses to celebrate the Olympics while generating public awareness, excitement, and engagement.
2. Develop resources to promote Culver City before and during the Olympics.
3. Help Culver City businesses prepare for the Olympics.
4. Explore partnerships related to the Olympics.
5. Beautify the City so it looks its best during the Olympics.
6. Ensure people can get to, from and through Culver City quickly, efficiently, and sustainably during the Olympics.
7. Evaluate and make recommendations to the City Council on Olympic-related items, for example, on proposed partnerships, requests for funding for special events, or recommendations from the Cultural Affairs Commission or non-City groups.
8. Help Culver City become the creative epicenter for the Olympics.
On July 22, 2023, the Subcommittee held a kickoff event to celebrate the five-year countdown until the opening ceremonies and to conduct a high-level brainstorm/community visioning workshop relative to Culver City’s role in the games. More than 50 people attended the workshop to discuss topics related to arts and culture, tourism, policy issues, and infrastructure/improvements.
On May 22, 2024, the Subcommittee held a joint meeting of the Subcommittee, Parks, Recreation and Community Services (PRCS) Commission, Cultural Affairs Commission (CAC), and Bicycle and Pedestrian Advisory Committee (BPAC) Olympics Subcommittees, and representatives of the Equity and Human Relations Advisory Committee (EHRAC) and the Disability Advisory Committee (DAC), to discuss planning for the 2028 Olympics. The group discussed how the City can actively and equitably engage its residents in the Olympics and ensure that the Games creates a positive impact for the community, what part of Culver City they would want to highlight to the world, and what Culver City needs to do to prepare for the Olympics.
DISCUSSION
The 2028 Olympics Policy and Program Ideas document (Attachment 1) summarizes the policy and program ideas included in the June 12, 2023 approved workplan, and gathered to date by the Council Subcommittee during the May 22, 2024 joint meeting of the Council Subcommittee, the PRCS Commission, CAC, and BPAC Olympics Subcommittees, and representatives of EHRAC and the DAC; the July 22, 2023 public input meeting; and the Council Subcommittee’s own meetings.
The document describes each policy or program idea along with: (1) the related Goal from the June 12, 2023 2028 Olympics Subcommittee Workplan, (2) the body to which the policy or program is being delegated, (3) additional notes describing the program or policy, (4) notes on the status of or next steps for the policy or program, and (5) the target month and date for the next steps.
If the City Council approves delegating these policy and program ideas, staff will follow-up with a communication to the respective bodies notifying them that the City Council is requesting its consideration and recommendation.
FISCAL ANALYSIS
There is no fiscal impact associated with delegating these policy and program issues for further consideration and recommendations.
