RECOMMENDATION
Staff recommends the City Council (1) adopt a Resolution authorizing the City to receive state funding of $3.41 Million through the Department of Housing and Community Development (HCD) for an Emergency Shelter and Transitional Housing Project and identifying the City Manager as the authorized signatory on behalf of the City for the receipt of such funds; and (2) approve a Budget Amendment to record the revenue of $3.41 Million and appropriation of $3.41 Million in FY 2021/2022 (requires a four-fifths vote).
BACKGROUND/DISCUSSION
California State Senator Sydney K. Kamlager of Thirtieth Senate District requested the Senate Budget Committee and Budget Subcommittee No. 5 provide $3,410,000 for an Emergency Shelter and Transitional Housing Project in Culver City. This funding was subsequently approved by the legislature. On November 3, 2021, HCD staff requested a Resolution identifying the City Manager as the Authorized Signatory on behalf of the City to receive these funds.
FISCAL ANALYSIS
There is no direct fiscal impact to the City’s General Fund. The City is expected to receive initial funding from the State in upcoming months. Finance staff will amend the FY 2021/2022 revenue estimates by $3.41M in Account #42380000.340429.PF034 and appropriate $3.41M in Account # 42380000.730100.PF034 for any cost related to the construction and/or operation of the Emergency Shelter and Transition Housing Project.(requires four-fifths vote).

That the City Council:
1. 2. Approve a budget amendment to record the $3.41M revenue estimate in Acct# 42380000.730100.PF034 and $3.41M appropriation in Acct# 42380000.730100 .PF034 to FY 2021/2022 (requires a four-fifths vote).
