RECOMMENDATION:
Staff recommends the City Council: (1) reject the bid submitted by Joseph Miller
Developer due to it being non-responsive, and (2) reject the bid submitted by Ventura
Construction, Inc. due to it being non-responsive, and (3) award a construction
contract to Finesse, Inc. in the amount of $29,105 for construction of the Culver City
Transfer Station Office Remodel Project.
BACKGROUND:
On May 12, 2008, the City Council approved the plans and specifications and
authorized staff to solicit construction bids for the Culver City Transfer Station Office
Remodel Project. A copy of the staff report from the May 12, 2008 meeting is
attached.

Non-Responsive Bids
Two bids received were deemed non-responsive as follows:
• Joseph Miller Developer submitted an incomplete bid package. Six of the
twenty required pages, including the required list of subcontractors, were
missing.
• Ventura Construction, Inc. submitted a bid on incorrect bid forms and did not
include a bid for the Additive Alternate Item as required by Addendum
Number 1.
It is recommended that City Council reject these bids as non-responsive.
Base Bids and Additive Alternate Items
Bidders were required to submit a Total Base Bid Amount and a bid for an Additive
Alternate Item. The Total Base Bid Amount was used to establish the bid rankings
and includes the core items of work including demolition, construction and
electrical work. Insulation injection was included as an Additive Alternate Item to
provide the flexibility to include that work in the contract if favorable bids were
received. The lowest responsive and responsible bid received is low enough to
permit inclusion of the Additive Alternate Item in the contract.
Lowest Responsive and Responsible Bidder
The lowest responsive and responsible bidder, Finesse, Inc. is a licensed
contractor in good standing with experience on several similar commercial and
residential projects in Southern California. References for Finesse, Inc. were
contacted by staff and all indicated the contractor to be competent, fair and
diligent. It is recommended that a contract be awarded to Finesse, Inc. in the
amount of $29,105 which includes the Base Bid Items and the Additive Alternate
Item.
Schedule
It is expected that work will begin in late July 2008 and be complete in 4 weeks.
Environmental Programs and Operations Division staff will manage the City of Culver City, California

construction contract and provide inspections necessary to assure compliance with
the plans and specifications.
FISCAL ANALYSIS:
The total estimated cost of the project, including 10% contingency, is $32,015.
Funding for the project in the amount of $30,150 is available in the 2007-08 Public
Works Department Budget, Sanitation Division Account No. 20267300.720100.
The remainder of contingency funding in the amount of $1,865 is available in
Account No. 20267300.619800.

RECOMMENDATION:
Staff recommends the City Council approve the plans and specifications for the Culver
City Transfer Station Office Remodel Project and authorize staff to solicit bids.
BACKGROUND:
The City owns and operates a solid waste transfer station at 9255 Jefferson
Boulevard. Solid Waste collected by Sanitation Division trucks is transferred to
tractor/trailers at the facility for ultimate disposal at the Puente Hills Landfill. Roll-
off service, green waste processing, and all other Sanitation Division functions are
based at this facility. Administrative functions of the Sanitation Division are housed
in a first floor office and an adjacent rented trailer. The existing 525 square foot
office is aging and requires refurbishment to meet the operational needs of the
Sanitation Division.
DISCUSSION:
The attached plans for the project include the following items of work:
• Removal and salvaging of all existing furniture and partitions.
• Painting and patching of walls and ceilings.
• Construction of new partition walls.
• New carpet.
• New linoleum.
• Electrical and ventilation modifications.
• New sink and bathroom fixture.

A complete set of plans and specifications is available for review at the Public
Works Counter in City Hall. New desks and partitions will be purchased through a
separate. Staff estimates the cost for the partitions and furniture to be below
$10,000. The purchases for the partitions and furniture will be made under a
Purchase Order.
FISCAL ANALYSIS:
The Engineer's estimate for this project is a range between $28,000 and $32,000.
Sufficient funding for this project is available in the 2007-08 Public Works
Department Budget, Sanitation Division Account No. 20267300.720100.

S.C.A.Q.M.D Rule 1403 Notification has been post marked and mailed, the Contractor shall
begin work no later than five (5) calendar days after the mailing date. The duration set for the
completion of this project will begin on the date work actually commences by the Contractor.
In any case, the work shall not begin later than ten (10) days after the date in which the Owner
mailed the Notification to Commence Work.
4.
All bonds, certificates, endorsement forms, including the Special Endorsement Insurance
Policy Form shall be submitted at the time of the execution of the contract.

If awarded the Contract by the Owner, Bidder agrees that additive or deductive Change Orders not covered by
Unit Prices shall be handled as follows:
