Nachbar (06/18/13) RECOMMENDATION: Staff recommends the City Council reject all bid proposals for the construction of Linwood E. Howe Safe Routes to School Project, P-941, State Project SR2SL 5240(028). BACKGROUND: On May 13, 2013, the City Council approved the final plans and specifications and authorized advertising for bids for the Linwood E. Howe Safe Routes to School Project, P-941, Federal Project SR2SL 5240(028). The project scope includes the following: • Construction of curb-extensions; • New high-visibility crosswalks and advanced STOP bars; • New bicycle lane and signage at A Street/Van Buren Place. The following intersections were included in the bidding: 1. Braddock Drive/Lafayette Place; 2. Duquesne Avenue/Braddock Drive; 3. Braddock Drive/Madison Avenue; 4. Duquesne Avenue/Lucerne Avenue; 5. Irving Place/Farragut Drive; 6. Irving Place/Braddock Drive; 7. A Street/Van Buren Place; 8. Farragut Drive/Van Buren Place; City of Culver City, California Agenda Item Report 9. Lucerne Avenue/Ince Boulevard; 10.Higuera Street/Lucerne Avenue (only striping) ; 11.Higuera Street/Washington Boulevard; and 12.Braddock Drive/Lincoln Avenue. DISCUSSION: On June 06 2013, the City Clerk’s Office staff publicly opened the bids. There were five bid holders and three contractors responded with the following bid amounts: CONTRACTOR BID AMOUNTS 1 Nobest, Inc. $511,000 2 PTM General Engineering Services, Inc. $532,629 3 Palp, Inc. dba Excel Paving Company $607,521 Staff reviewed all the bid documents and determined that the lowest base bid was significantly higher than the available budget. Staff is recommending the City Council reject all bids and rebid the project. Staff will revise the plans and specifications to have bid add alternates in order to provide flexibility with project costs so as to stay within the available budget and return at a future date to have the City Council consider approving the revised plans and specifications and authorizing advertisement of construction bids.
