RECOMMENDATION

Staff recommends that the PRCS Commission receive and file a report on the Joint Use Agreement between Culver City and the Culver City Unified School District.

BACKGROUND/ DISCUSSION

The City of Culver City and PRCS entered into a joint use agreement (Attachment 1) with the Board of Education of the CCUSD for use of properties, facilities, and assets on July 1, 2012, for a period of five years with an option to extend the agreement for another five years.  Since June 30, 2022, the agreement automatically renews annually unless a 30-day notice is provided.  The two parties entered into the agreement believing it would be advantageous to both the City and CCUSD to share properties, classrooms, facilities, and assets in order to provide recreational activities for residents and students.  The joint use agreement defined the following:

1.                     Which facilities may be jointly used;

2.                     The coordination of programs among the facilities;

3.                     The sharing of costs and charges to be levied; and

4.                     The identification of the responsibilities of each entity in the administration of the Agreement.

The City and CCUSD have been in discussions about a new joint use agreement and the topic has been brought up at Liaison Meetings between City Council and CCUSD.  On October 3, 2023, the PRCS Commission formed the “CCUSD Joint Use Agreement Ad Hoc Subcommittee” allowing the PRCS Commission to provide insight into the draft of the possible joint use agreement and give recommendations to City Council on behalf of the Commission.
