Lamont Ewell (05/12/10) RECOMMENDATION: Staff recommends the City Council approve a professional services agreement with TRULINE for court resurfacing at Fox Hills and Syd Kronenthal Parks. BACKGROUND: Several Culver City parks provide playing courts for public use, including tennis, paddle tennis, handball, volleyball and basketball courts. Due to the overwhelming popularity of these park amenities, the Parks Division must periodically make arrangements to have the playing courts at various parks repaired, resurfaced and restriped. Within the past two years, such repair work was done at Culver West Alexander and Veterans’ Memorial Parks and at the Paddle Tennis Courts on Culver Boulevard, among other locations. Because the need for this type of refurbishment arises so frequently, the City has a designated account {41900640 (Park Facilities Fund – Resurface/Restripe Sports Courts)} for this purpose. DISCUSSION: Based on both objective criteria and community input, staff has identified the following playing courts at Fox Hills and Syd Kronenthal Parks as being those in most urgent need of repairs: City of Culver City, California Agenda Item Report Basketball Court Paddle Tennis Courts Tennis Courts Fox Hills Park --- 4 3 Syd Kronenthal Park 1 2 1 TOTAL COURTS 1 6 4 Quotes from three (3) companies specializing in court resurfacing were recently obtained based on the following scope of service: • Power wash courts • Patch cracks • Grind high spots • Apply coating/surfacing material(s) • Stripe courts The table below summarizes the quotes received for this court resurfacing project: Basketball Court (1) Paddle Tennis Courts (6) Tennis Courts (4) TOTAL COST TRULINE $2,750 $6,510 $9,675 $18,935 California Surfacing $3,850 $9,200 $12,200 $25,250 Malibu Pacific $5,800 $16,400 $20,000 $42,200 TRULINE has performed court resurfacing for the City at other park locations and has exhibited a high degree of professionalism and an excellent work product. Based on the City’s previous experience with this provider and the information displayed in the above table, staff recommends TRUELINE for award of a professional services agreement for court resurfacing at Fox Hills and Syd Kronenthal Parks. Pursuant to Culver City Municipal Code Section 3.07.070.A, this professional services agreement may be approved without the necessity of formal competitive bidding, provided that, the agreement is based upon competitive quotations, whenever practical, from three vendor contractors. FISCAL ANALYSIS: There are sufficient appropriations in 41900640.730100 (Park Facilities Fund – Resurface/Restripe Sports Courts) to fund this professional services agreement. The Park Facilities Fund derives 100% of its revenue from development fees related to the Quimby Act. No General Fund monies will be used for this court resurfacing project. Approve a professional services agreement with TRUELINE for court resurfacing at Fox Hills and Syd Kronenthal Parks in an amount not to exceed $18,935; and, 2. Authorize the City Attorney to review/prepare the necessary documents; and, 3. Authorize the City Manager to execute such documents on behalf of the City.
