City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council accept the work performed by the contractors, Raymundo Engineering, Inc. and Clean Energy, Inc., and authorize filing a Notice of Completion for the Compressed Natural Gas (CNG) Station Expansion Project at the Culver City Transportation Facility. BACKGROUND/DISCUSSION: On July 25, 2005, the City Council awarded a design-bid-build contract to Raymundo Engineering Company, Inc. for the engineering, design and implementation components of the expansion of the CNG Refueling Station at the Culver City Transportation Facility in the amount of $120,000. On November 27, 2006, the City Council awarded a construction contract to Clean Energy, Inc. for the construction phase of the project, including the installation of a new IMW Atlas compressor; installation of a new stand-by emergency generator; replacement of existing operating control systems; upgraded electronic systems; and upgrades to the gas lines and Edison service infrastructures. The City Council authorized a base project value of $1,535,800, plus a 10% contingency value of $153,500, given the possibility of unanticipated problems associated with the complexities of the project. Fulwood (03/19/08) City of Culver City, California City Council Agenda Item Report With Raymundo Engineering as our primary consultant on the project, Clean Energy fully completed the project on March 15, 2008, on time and within the original base budget value; the need to access the contingency funds was not necessary. Funds in the amount of 10% of each contract value ($12,000 and $153,580 respectively) are being retained by the City until satisfactory inspection and acceptance of all components has been achieved and systems are deemed to be successfully installed and tested. FISCAL ANALYSIS: No General Funds were used for this project. Capital funding was appropriated for this project in Fiscal Year 2005-06 within the Transportation Department budget (Business Unit 20368300.732120) and carried forward through Fiscal Year 2007-08.
