RECOMMENDATION:
Staff recommends City Council approve an amendment to the agreement with Utility
Systems Science and Software in the amount of $138,527 for the sewer emergency
notification system.
BACKGROUND:
In 1999, the City Council approved entering into an Amalgamated Agreement with
the City of Los Angeles for the conveyance of Culver City’s sewerage to the
Hyperion Wastewater Treatment Plant. The Agreement requires that Culver City
report to the City of Los Angeles the amount of sewage flow in monthly, quarterly,
and yearly increments. The purpose of the flow data is to determine Culver City’s
fair share of operational and capital costs at the Hyperion Plant and the maintenance
of the Los Angeles sewer transmission lines.
The City of Culver City entered into a professional services agreement with ADS
Systems to establish a system wide network for developing sewage flow data and
emergency notification of pump station interruptions to pre-designated City
personnel. The City subsequently terminated the agreement with ADS in 2003 due
to breach of contract.
On March 17, 2003, the City Council awarded a 5 year professional services
agreement to Utility Systems Science and Software (US³) for the Sewer Emergency
Notification System (ENS) in the amount of $576,350. The agreement required that
Flo Dar meters be installed to replace outdated ADS meters and that a SCADA
system be set up where emergency notifications would notify key personnel when
any problems occur at the sewer pump stations.

Utility Systems Science and Software has been successfully implementing the
system as required per the agreement.
On August 28, 2003, a change order was approved in the amount of $44,083
increasing the contract amount from $576,350 to $620,433.
DISCUSSION:
It was recently determined by staff and the consultant that additional tasks need to
be performed in order to satisfy all the reporting requirements as per the
Amalgamated Agreement with the City of Los Angeles for treatment of Culver City’s
sewage. Utility Systems Science and Software submitted a proposal to accomplish
these program goals and it is attached to this staff report. They are proposing the
work at a cost of $138,527. Task 9 includes $30,000 in anticipated component parts
that may be needed at Culver City pump stations. This line item will be necessary in
the event parts are needed as part of the inspections but will not be charged if it is
not warranted. Change Order Number 2 is attached and reflects the detailed costs
for this contract amendment.
The tasks will be performed after the execution of the amendment to the agreement
and are expected to be completed by November 30, 2006.
FISCAL ANALYSIS:
It is recommended that the amendment to the contract be funded by the Sewer
Operations Maintenance budget line item 20466100.619800.

Here's How It Works
Flo-Dar transmits a digital Doppler radar beam that interacts with the fluid and reflects back
signals at a different frequency than that which was transmitted. These reflected signals are
compared with the transmitted frequency. The resulting frequency shift provides an accurate
measure of the velocity and the direction of the flow. Level is detected by ultrasonic pulse
echo. Flow is then calculated based on the Continuity Equation:
Q = V x A, Where Q = Flow, V = Average Velocity and A = Area.

Install, Monitor and Usage cost involved with Telemetry and Phones per year
SkyMonitor by US Cubed provides the user with Supervisory Control and Data Acquisition (SCADA)

9. Pump Station Operational Inspections
This is in response to a Station Failure at Braddock. The ENS System was tested in 2002 from that
time until now the devices in the field have not been checked for operation. US3 will check all
Alarm Inputs for operation. US3 will provide a detailed list of failed components and suggested
course of action.
This type of detailed testing should be done once a year if not more to ensure operation of control
devices in the field.

Terms and Conditions:
Service Warranty
USCubed warrants all services they provide under the scope of this proposal to be professional,
accurate and compliant with all national and local codes.
Software Warranty
USCubed guarantees that all software developed by them to be free from errors. This does not
include software supported by USCubed, developed by other vendors. However, for purposes
of this proposal, all software developed by USCubed for other vendor's products shall be
warranted by USCubed. For the purpose of this warranty, software error is understood to be a
program's failure to perform a design function.
This warranty shall remain in force for the duration of the Software Services contract, as
defined by this proposal.

Invoicing
USCubed should be considered fully compliant to the defined Solicitation. Any and all

Rev. 1.0 9/27/06Any alteration or deviation from the specifications set forth in this proposal will be executed
only upon written orders and may become an extra charge above the contracted price.
Stand-by time is not included in this proposal. Stand-by time is defined as time spent on site
waiting for completion of the clients construction, installation, wiring and other delays beyond
the control and not contracted to Utility Systems Science Software. Stand by time will be
billed separately on a time and material basis.
Any additional work will be billed on a time and material basis. T&M Work will be documented
by daily customer approved time sheets. Our hourly rates for this type of work is $125.00 per
hour for engineering and programming, $85.00 per hour for control panel design, CAD,
fabrication and field wiring. These are regular time rates based on eight hours per day during
weekdays. Overtime rates are billed at time and one half for all time over eight hours per day.
Saturdays are billed at time and one half. Sundays will be billed at double time. Time spent in
transit is $45.00 per hour. Travel and cost of living expenses for on site work will be
documented and billed at our cost plus 10%.
Payment terms are NET thirty (30) days.
On Time and Material Contracts with a not-to-exceed amount, USCubed will notify the
Owner/Client upon reaching a predetermined value of the contract so that the Owner/Client
can make a contract value adjustment based on the scope-of-work remaining
USCubed Standard Rates are revised on December 31 of each calendar year to reflect any
increase in legislated or commercial rates for employee burdens, benefits, or business
general and administrative.
