City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends that the City Council approve the final plans and specifications and authorize advertising for construction bids for the Krueger and Lindblade Streets Streetlight Improvement Projects, P-652 and P-684. BACKGROUND: This year’s Capital Improvement Budget includes Krueger and Lindblade Streets Streetlight Improvement Project, P-652 and P-684. The existing streetlight system on Krueger Street between Ince Boulevard and its northerly terminus and Lindblade Street between Higuera Street and its northerly terminus was identified as substandard and requires replacement and upgrade. The existing streetlight system has become obsolete and requires replacement for several reasons:  It is on series circuit and is over 30 years old;  It has lead wiring which tends to corrode;  It runs on high voltage; and,  It does not provide an adequate level of illumination. The new system will address these issues. Herbertson 6/15/05 CAO Approval: Jerry Fulwood 6/20/05 City Controller Approval: Jim Lavery 6/20/05City of Culver City, California City Council Agenda Item Report  If one section of the circuit is damaged, the other lights on the circuit fail;  The old lead wiring is much more prone to causing outages than the proposed modern wiring; and,  Extreme care is required when maintaining the existing high voltage circuitry (the new system will run on low voltage). DISCUSSION: The scope of work along Krueger Street consists of the removal and replacement of the existing streetlights with one (1) 25-foot-high ‘Cobra-head’ streetlight at the street terminus; and fourteen (14) 11-foot-high traditional marberlite standards with ‘acorn’ lamps. The scope of work along Lindblade Street consists of the removal and replacement of existing streetlights with six (6) 25-foot-high fluted-steel standards. The new lights will be on parallel circuitry and spaced such that an appropriate level of illumination is provided. On June 1, 2005 an invitation was sent to the residents of Krueger Street, between Ince Boulevard and its northerly terminus; and businesses along Lindblade Street, between Higuera Street and its northerly terminus, for a community meeting that was held on June 8, 2005, 7 p.m. at the Veterans’ Memorial Complex. The purpose of the meeting was to discuss the proposed streetlight improvement project and provide a forum for the residents to review and comment on the design plans. No residents or business owners/representatives attended the meeting. Under Engineering Division staff supervision, Paller-Roberts Engineering, Inc. prepared the construction plans and specifications for this project for $19,200. It is proposed that the two projects be combined as one for bidding and construction purposes. Costs such as mobilization and buying streetlights in bulk will reduce the overall bid. The construction management and construction inspection will be performed by Engineering Division staff. It is estimated that the award of the construction contract will occur in August 2005 with construction slated to begin in September 2005 and expected to be completed in November 2005.City of Culver City, California City Council Agenda Item Report FISCAL ANALYSIS: Sufficient funds were appropriated for these projects in the Capital Improvement Budget for Fiscal Year 2004/05 with Gas Tax funds (Business Unit 41800652 and 41800684).
