RECOMMENDATION:
That the City Council authorize the Purchasing Officer to issue a Purchase Order not
to exceed $92,715 for the purchase of forty-two (42) Recaro Transit Bus Operator
Seats and spare seat components from Recaro North America.
BACKGROUND:
In order to improve the working environment for our bus operators and reduce
workplace injuries, the Transportation Department has initiated a project to replace
older model driver’s seats in the transit buses. Transit bus operator seats are
specifically designed to meet the rigorous demands of transit operations service.
The construction and durability of these particular seats must provide operators with
a high degree of comfort and the ability to make physical adjustments.
On July 12, 2005 the Transportation Department released a Request for Proposal
for Transit Bus Operator seats. The City’s Purchasing Division mailed out copies of
the RFP to potential proposers, and three (3) RFPs were downloaded from the City’s
web site.

DISCUSSION
The Transportation Department received one bid from Recaro North America. The
Recaro seat design offers improved mobility and safety to our operators.
The Recaro’s design offers unique advantages compared to competitors’ seats. The
Recaro seat provides maximum forward and rearward travel giving operators the
greatest amount of leg and body room. It also has no control knobs in order to make
seat adjustments easier and more precise. During our recent transit bus
procurement, we installed the Recaro seat into our new buses. These seats have
proven to be superior to the older seats installed on all of the pre-2004 buses.
Transportation Department staff surveyed other transit properties that use the
Recaro seat. The majority of responses indicated that the Recaro seat was selected
because of its excellent design qualities and for the comfort it provides to the Bus
Operators.
FISCAL ANALYSIS:
The Transportation Department has budgeted adequate funds in their FY06 budget
for this purchase. No general funds will be used for this acquisition.
MOTION:
That the City Council Authorize the Purchasing Officer to issue a Purchase Order to
Recaro North America in an amount not to exceed $92,715 for the Purchase and
installation of Forty-Two (42) Transit Bus Operator Seats and Spare Seat
Components.
