RECOMMENDATION

 

Staff recommends the City Council (1) authorize a Task Order to RTI Consulting Inc. in the amount of $119,825 for construction management of the (a) Modified MOVE Culver City - Downtown Corridor Pilot Project Western Segment, PS017, and (b) Washington Boulevard - Ince to Higuera Pavement Rehabilitation, PS005, Projects pursuant to the terms of the City’s on-call Professional Services Agreement with RTI Consulting Inc.; and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $29,957 to cover contingency costs (25%).

 

 

BACKGROUND/DISCUSSION

 

On July 10, 2023, staff presented Council with the results of the request for qualifications process conducted for on-call traffic engineering, on-call civil engineering, construction management and inspections, and geotechnical and material testing. The City Council approved on-call professional services agreements (PSA) with 26 individual firms, including RTI Consulting.

 

In accordance with Council Resolution 2018-R024 and the on-call process detailed in the July 10, 2023 staff report, all expenditures with a particular on-call consultant in excess of $50,000 in a fiscal year must be approved by the City Council. The proposed expenditures with RTI Consulting Inc. exceed this threshold and therefore must be approved by the City Council.

 

This Task Order will support the construction of the Modified MOVE Culver City Downtown Corridor Pilot Project Western Segment, PS017, Project and Washington Boulevard - Ince to Higuera Pavement Rehabilitation, PS005, Project, respectively. The City Council previously awarded construction contracts to Sterndahl Enterprises LLC and PALP Inc. dba Excel Paving Company, respectively, for these projects on January 14, 2024. However, the City subsequently delayed work on the projects until litigation involving the projects was resolved. On August 13, 2024, the Court ruled in favor of the City in the aforementioned litigation, and as such, staff are proceeding with these projects.

 

In accordance with the on-call process detailed in the July 10, 2023, staff report, staff solicited proposals for construction management from Kimley-Horn and Associates, Willdan Engineering, and RTI Consulting Inc. Staff received and reviewed proposals from RTI Consulting and Willdan Engineering. Staff recommends selecting RTI Consulting, as they were the lowest bidder and have previous experience working on similar projects in the City.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funding to cover the costs for the proposed Task Order and contingency costs with RTI Consulting which total $149,782 in Account No. 43180000.730100.PS017 (CIP - Tactical Mobility Lane), 43580000.730100.PS017 (CIP - Tactical Mobility Lane), and 43180000.730100.PS005 (CIP - Arterial Street Pavement Rehab) which can be found in the Capital Improvements section of the budget book under Fund 431 (Measure R Fund) and Fund 435 (Measure M Fund).
