City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the Redevelopment Agency (Agency) approve a change order to the construction contract with Sialic Contractors Corporation dba Shawnan (Shawnan) for the Washington Boulevard Streetscape Project Phase II (R-3083) in the amount of $15,423.00 to complete the installation of surround lighting on palm trees along East Washington Blvd between La Cienega Ave. and Fairfax Ave. BACKGROUND: On August 18, 2003, the Agency approved a construction contract with Shawnan in the amount of $392,948. The approved project included the following improvements in the segment of Washington Blvd. between La Cienega Blvd. and Fairfax Ave.:  Removal and replacement of substandard PCC sidewalk, driveway approaches and access ramps  A.C. pavement overlay in areas of failing pavement  Palm tree surrounds, including lighting system  Upgrade of existing streetlights  Streetlight pole “blade” signs  Street furniture (benches, bike racks, trash receptacles)  Phase I tree surround message band replacements  2-year maintenance DISCUSSION: This project began on November 5, 2003, and has been plagued by a series of setbacks due to product discontinuance and change in manufacturer specifications. Fulwood (09/26/2006) City Controller Approval: Marlee Chang (09/26/2006)City of Culver City, California City Council Agenda Item Report earlier surround lighting used on palm trees along Washington Blvd. between La Cienega Ave. and Fairfax Ave. Shawnan encountered difficulties in obtaining the original fixtures, lamps, and ballasts because the original manufacturer had gone out of business and the required parts were no longer manufactured. Shawnan was able to purchase the fixtures and lamps from another manufacturer but purchased incorrect ballasts that did not match the fixtures. Due to the incompatibility between the ballasts and fixtures, the Public Works Department rejected their use. As a result, Shawnan was requested to purchase magnetic core/coil ballasts as indicated in the original specifications for this project. Shawnan did purchase the magnetic core/coil ballasts but because these ballasts had to be manufactured new, their physical size did not match the intended original ballasts. The incorrect size of the ballasts introduces an additional setback on the project because the necessary four ballasts that are needed per palm tree surround will not fit in the existing individual electrical pull boxes. All thirty pull boxes have to be upgraded to the larger #6 pull box to accommodate the ballasts. Thus, the change order in the amount of $15,423 will pay for the materials and labor to install the required thirty #6 pull boxes. This change order will be the thirteenth in a series of change orders for this project. The first seven change orders were approved by the Agency at its February 3, 2004 meeting. The subsequent change orders were authorized administratively by the Executive Director of the Agency. Staff is seeking approval from the Agency for this particular change order because the Executive Director has reached the allowable threshold to approve change orders without Agency approval. FISCAL ANALYSIS: Sufficient funding is available for this change order in the following Agency budget account: 57394801-730100 ATTACHMENTS: None MOTIONS: 1. That the Redevelopment Agency approve a change order in the amount of $15,423.00 to the contract with Sialic Corporation dba Shawnan Corporation for the Washington Blvd. Streetscape Project Phase II (R-3083). 2. Authorize the Executive Director, or his/her designee, to execute said change order in the amount of $15,423.00.
