RECOMMENDATION:
Staff recommends that the City Council approve a budget amendment to allocate
$3,000 to the Ballona Creek Bikeway Project, P-900 (Bikeway Project). These funds
will be used to pay for honoraria for the finalists for the decorative gate portion of the
project.
A budget amendment requires a four-fifths vote.
BACKGROUND:
The Bikeway Project involves improving portions of the Ballona Creek Bikeway
between Overland Avenue and the pedestrian bridge located approximately 1,000
feet west of Overland Avenue. One important part of the Bikeway Project is a
decorative gate, which will provide a functional and aesthetically-pleasing entrance
to the bikeway.
DISCUSSION:
On December 7 2009, the City Council approved a Request for Qualifications (RFQ)
for the decorative gate. The RFQ outlined a two-stage process for selecting the
artist. The first step of the process was completed in early February 2010. In this
step, staff reached out to thousands of local artists through list-serves and email
lists. Interested artists submitted applications that included letters of introduction,
resumes and images of past work for review by a Selection Panel made up of a
member of the Cultural Affairs Commission’s Public Art Subcommittee, an outside
art professional, and a Public Works Department staff member. The Selection Panel City of Culver City, California

then selected a short list of qualified artists, who were asked to prepare an original
art concept and detailed cost estimate.
In the second step, which will occur in the coming months, the Selection Panel will
reconvene to review the final proposals and interview the artists.
It is proposed at the interviews or shortly thereafter, short-listed artists will be given
an honorarium to help compensate them for the substantial amount of time required
to create their proposals, as is standard for similar projects. The Selection Panel’s
recommendation will then be forwarded to the City Council for consideration.
Staff recommends that the City Council approve a budget amendment to allocate
$3,000 to the Bikeway Project to pay for honoraria for the finalists for the decorative
gate portion of the project. When staff brings the Selection Panel’s recommendation
to the City Council, staff anticipates requesting an additional budget amendment of
roughly $25,000 to fund the artist’s contract.
FISCAL ANALYSIS:
Staff recommends that this $3,000 be appropriated from the New Development
Impact Fee Fund. There are currently approximately $110,000 available in the New
Development Impact Fund. Pursuant to §15.06.045 of Culver City Municipal Code,
“Fees from each new development shall be appropriated and disbursed only for
street improvements, traffic controls and traffic management projects which are
made necessary by the development and are: A. Located within the area from which
the fees were collected; or B. Located within the impact zone of the new
development as determined pursuant to §15.06.040; or C. found pursuant to §
15.06.045 to benefit the new development and mitigate its traffic impact.” This
proposed project will improve the bike path for bicyclists and pedestrians and will
encourage its usage to places of employment in the impact zone.
MOTION:
That the City Council:
Approve a budget amendment to appropriate funds from the New Development
Impact Fund in the amount of $3,000 to P-900 (41700900).
