RECOMMENDATION:
Staff recommends the City Council award a contract to Structural Group, Inc. in the
amount of $125,000 for the Culver City Transfer Station Tipping Floor Repair
Project, P-948.
BACKGROUND:
The transfer station is a two-story reinforced concrete structure located adjacent to
Ballona Creek at 9255 Jefferson Boulevard. Collection trucks dump their loads on
the upper level tipping floor, and a large tractor loader pushes the material through
an opening in the tipping floor and into transfer trucks parked on the lower level.
These loading activities wear the surface of the tipping floor requiring that the floor
be repaired approximately every 10 years. Presently, the tipping floor surface is
showing significant wear, and it is recommended that a repair effort be conducted at
this time. The last repair was conducted in 1999.
DISCUSSION:
The recommended repair will consist of the application of a special high-strength
metallic concrete overlay on the worn portions of the tipping floor. Structural Group
has indicated to staff that they have developed a proprietary installation process that
allows them to pour an additional layer of iron aggregate concrete over the existing
flooring material with minimal floor preparation time and cost. Their proprietary
topping material, Deltatop 404, manufactured exclusively for them by the Euclid
Chemical Company, is designed specifically for transfer station tipping floors.
DeltaTop 404 exceeds by eight (8) times the abrasion resistance of plain concrete,
and it can provide better resistant to microbiologically influenced corrosion.
Additionally, because the transfer station facility is in nearly continuous use from City of Culver City, California

Monday through Friday, the entire repair project needs to be completed over a
weekend. The DeltaTop 404 topping material will enable the floor to be returned to
normal service within 48 hours of placement.
Section 3.07.085(C)(6) of the Culver City Municipal Code (CCMC) provides for
exemption to the City’s standard formal competitive bidding process where services
are provided for “repair and maintenance service for City-owned or occupied real
property and buildings”. Additionally, Section 3.07.045(A) of the CCMC provides an
exception to bidding requirements “when the equipment, supplies or services…are
proprietary items of original equipment manufacturers and/or their authorized
exclusive distributors.” In this case, Delta Pacific Builders, which was acquired by
the Structural Group in 2007, installed the original tipping floor overlay system in
1999, and the propriety process/product allows quick installation and curing while
ensuring that iron aggregates remain suspended in the material for maximum
abrasion and impact resistant.
Structural Group, Inc. is a licensed contractor based in Huntington Beach and is in
good standing with experience on numerous similar tipping floor repair projects in
California and throughout the country. Other agencies that hired Structural Group,
Inc. were contacted by staff and all of them indicated that the contractor is
competent, fair and diligent
FISCAL ANALYSIS:
Sufficient funding for this project is available in the Public Works Department,
Sanitation Division Account No. 20200948.730100.

MOTIONS:
That the City Council:
1) Award a contract to Structural Group, Inc. in the amount of $125,000 for
construction of the Culver City Transfer Station Tipping Floor Repair Project, P-
948; and,.
2) Authorize the Public Works Director/City Engineer to approve change orders, if
necessary, in an amount not to exceed $25,000 (20%); and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
authorize the City Manager to execute such documents on behalf of the City.

Dear Mr. Wang:
Thank you for giving Structural Group, Inc. (SG) the opportunity to prepare a repair proposal for the above
referenced project. We propose to furnish all necessary labor, material, equipment and supervision except as
noted below to perform the following items of work:
1. Deltatop 404 — Based on approx 2500 sf at an average thickness of 2 1/2 inches by volume. Structural
Group estimates that this project will require 32 bulk bags of product. $125,000 - $50 per square ft.
Materials required above and beyond this amount will be charged at $3900 per 3000 lb super sack of material.
SCOPE OF WORK:
1. Saw cut and chip to create key at all termination points of the new flooring system.
2. Chain drag to sound and remove any loose or questionable materials.
3. Scabble as required to remove any fractured aggregate.
4. Shot blast as required to remove any surface laitance and enhance bonding profile.
5. Set up screed system to specified thickness 1 'A inch minimum.
6. Mix and install 100% solids epoxy bonding agent and scrub into base slab as required.
7. Mix place and finish desired floor topping system as required.
8. Install control joints as required where required.
9. Install curing compound as required.
10. Install carpet and or like material for wet cure process. Usually provided out of owners waste stream.
11. Price is based on weekend or night pay rates.
SUPPORT BY OTHERS (at no cost to SG) SHALL INCLUDE THE FOLLOWING:
I. Accessibility to work areas by others
2. Area to be received in clean, dry, sound condition.
3. Existing slope may be altered and or possibly improved when topping is installed.
4. Price based on 1 move in.
5. Price based on normal, non signatory pay rates.
6. Area to be free of foot traffic for up to 24 hour upon completion.

PAYMENT TERMS:
1. 100% upon completion.
2. One and one-half (1.5%) interest due on unpaid balance after thirty (30) days.
