RECOMMENDATION
Staff recommends that the Mobility Subcommittee receive a presentation from staff, discuss, and approve the intersection of Braddock Drive and Lincoln Avenue for All-Way Stop control.
BACKGROUND/DISCUSSION
On August 8, 2024, the City received a request for traffic control measures to be implemented at the intersection of Braddock Drive and Lincoln Avenue. Pursuant to the California MUTCD Chapter 2B.07 Multi-Way Stop Applications and the City’s Neighborhood Traffic Management Program (NTMP), traffic data was collected on the approaches of Braddock Drive and Lincoln Avenue in January 2025 on a Monday, Tuesday, and Friday.
City staff reviewed the data as a part of an engineering study and considered the following:
• Vehicle speeds and volumes entering the intersection from the major street (Braddock Drive).
• Vehicle, pedestrian, and bicycle volumes entering the intersection from the minor street (Lincoln Avenue).
• Existing delay to vehicular traffic entering the intersection from the minor street.
• Crash history at the intersection and existing conflicts between road users.
• Roadway characteristics and general traffic operations.
The findings are summarized in the table below.
Major St (Braddock Drive) Meets MUTCD or
NTMP Criteria
Roadway Characteristics Adjacent property impairs MUTCD - Yes,
vehicle visibility at Lincoln options C & D
Avenue.
ADT (Vehicles) 2,258 NTMP - Yes, traffic volumes
After considering the above criteria, the intersection of Braddock Drive and Lincoln Avenue is recommended for All-Way Stop control.
A Traffic Control Report letter was mailed to the requestor on July 22, 2025.
If approved, Staff will issue a work order for the installation and installation will take place in 3-4 weeks.
