RECOMMENDATION
Staff recommends the City Council approve a professional services agreement with CicLAvia for planning and implementation of the CicLAvia event “CicLAvia: Culver City Meets Venice” on August 17, 2025 (“Event”) in an amount not-to-exceed $453,240.
BACKGROUND/DISCUSSION
The CicLAvia Culver City Meets Venice event will take place on Sunday, August 17, 2025, along a 6.75-mile route that will begin in the Culver City Arts District and connect with western portions of the City of Los Angeles to the beach. The route will follow Washington Boulevard, heading west through Downtown Culver City towards Washington Place, turning north on Centinela Avenue, and connecting to Venice Boulevard. Then, along Venice Boulevard to the west and into the City of Los Angeles to the beach. The route will have nine designated crossing points to allow vehicular traffic to cross the route. Attachment 1 shows the proposed route map.
Culver City will be the lead agency and will coordinate with the City of Los Angeles. Lead staff from both cities will meet regularly. Intra-agency coordination and planning will ensure the sense of one single and contiguous event through traffic control, securing the event route, branding, and activity in the hubs.
On January 25, 2024, the City received confirmation from the Los Angeles County Metropolitan Transportation Authority (Metro) that the City’s Open Streets Program grant application was selected for funding through the Los Angeles County Proposition C funds.
On January 13, 2025, City Council authorized acceptance of the Metro grant in the amount of $500,000. Pursuant to the grant agreement, CicLAvia is responsible for production of the event which includes advanced planning, permitting, outreach, programming, activating hubs and crossing points, and working with key stakeholders in programming the event.
FISCAL ANALYSIS
This project is funded through the Metro Open Streets Program. Sufficient funding for the agreement is included in the Adopted Budget for Fiscal Year 2024-2025 in Operating Grants Fund (Fund 414) Account No. 41460912.619800 (CicLAvia - Open Streets).
The remaining grant funds of $46,760, as well as any potential savings from CicLAvia, will be split proportionally with the City of Los Angeles according to the percentage of route miles within each city. A Memorandum of Understanding (MOU) with the City of Los Angeles will facilitate the reimbursement.

MOTION
That the City Council:
1. Approve a professional services agreement with CicLAvia for planning and implementation of the CicLAvia event “CicLAvia: Culver City Meets Venice” on August 17, 2025 in an amount not-to-exceed $453,240;
2. Authorize the City Attorney to review/prepare any necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
