RECOMMENDATION

 

Staff recommends that the Civil Service Commission approve the new Classification Specification and Recruitment Bulletins for Police Records and Property Supervisor.

 

 

BACKGROUND/DISCUSSION

 

During the Fiscal Year 2015/2016 budget process, City Council approved a new position for the Police Department.  This non-sworn supervisory position is responsible for the day-to-day oversight of the Police Department’s Records and Property units.

 

Currently, the Records and Property units, along with the Forensics unit, are overseen by a sworn Police Lieutenant.  All sworn supervisory positions are assigned on a two to three year rotation basis.  This means the specific technical knowledge required for each unit remains the responsibility of non-sworn personnel, in this case the Police Records Technicians and Property Technicians.  The department in concurrence with Human Resources staff is recommending the establishment of a Police Records and Property Supervisor classification that will provide oversight continuity and technical supervision of these units.  In addition, this new classification gives career growth opportunity to existing non-sworn staff in both units.

 

The proposed classification specification for Police Records and Property Supervisor is attached (Attachment A).

 

Classification Specification

 

                     Title - reflects the classification’s full scope of responsibility and the associated essential job duties.

                     Training and Experience - requires incumbents to possess high school graduation or equivalent and three (3) years of responsible work experience in a law enforcement property and/or records unit including providing internal and external customer service.  One year supervisory or lead worker experience is desirable. 

                     License and Certifications - incumbents must possess a National Crime Information Center (NCIC) certificate within six months.  Within one year an incumbent is required to possess California Law Enforcement Telecommunications System (CLETS) certification and completion of the POST Records Supervisor and Public Records Act courses. 

                     Knowledge, Skills and Ability - reflects the necessary skill sets and abilities to perform the essential job duties including knowledge that will allow an incumbent to be successful in the classification. 

 

Recruitment Bulletins

 

The attached proposed open & competitive (Attachment B) and promotional (Attachment C) recruitment bulletins for Police Records and Property Supervisor are consistent with the associated classification specification.  The examination components are consistent with other similarly situated supervisory classifications and reflect the key knowledge, skills, and abilities to be assessed in determining qualified candidates for the position.

 

Labor Market Cities

A survey of our labor market cities revealed five comparable positions.  The proposed classification specification’s minimum requirements for training, education, and experience requirements are at a level needed for an incumbent to successfully perform the essential job duties as well as being aligned with comparable positions in the labor market.

 

The Culver City Employees Association has been provided a copy of the classification specification for Police Property and Records Supervisor.

 

FISCAL ANALYSIS

 

During the Fiscal Year 2015/2016 budget process, City Council approved this new classification and associated salary range.  This approved salary range is internally aligned with the Police Department’s non-sworn classifications and supervisory positions in the City.

 

The approved salary range for this classification is:

 

Range 447                     $4,980.17 - $6,078.76 Monthly                     $59,762.04 - $72,945.08 Annually

 

AUTHORITY

 

According to Civil Service Rules 3.3(a) and 6.4, the Commission:

                     Must approve new classification specifications; and

                     Must approve job bulletins prior to recruitment, including examination components and the examination categories.

 

3.3(a) Processing:

The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City.  The request shall be prepared and submitted to the Human Resources Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case.  The Human Resources Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Human Resources Director deems appropriate.

 

The Human Resources Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization.  If any party disagrees with the Human Resources Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation.  The Commission shall make the final decision on the establishment of a new classification or revisions to an existing classification.

 

6.4 Commission Approval:

                     Where an examination is required, the Human Resources Director shall prepare a Job Bulletin and forward it to the Commission for approval.  It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
