RECOMMENDATION
Staff recommends that the City Council (1) waive competitive bidding requirements pursuant to Culver City Municipal Code (CCMC) Section 3.07.075.F.3; and (2) approve a five-year professional services agreement with Occu-Med for occupational health services in an amount not-to-exceed $150,000 per year.
BACKGROUND
The City has contracted with Occu-Med since 2019 to provide occupational health services, including scheduling and conducting pre-placement medical evaluations for new hires. These evaluations ensure that candidates can safely perform essential job functions, with or without accommodation.
Occu-Med is a nationally recognized provider with over 15,000 locations, serving government contractors, public agencies, and safety departments. Per CCMC Section 3.07.045, competitive bidding is typically required after five consecutive years with the same vendor. However, Section 3.07.075.F.3 allows the City Council to waive this requirement if it is in the City’s best interest.
DISCUSSION
Occu-Med’s QA2 service model has significantly improved efficiency in the City’s hiring process by expediting exam scheduling, fulfillment, and results delivery. The model also offers candidates flexible scheduling options at their preferred date, time, and location. A vendor change at this time would likely disrupt operations. Staff recommends continuance of the City’s Occu-Med contract under a new five-year agreement to maintain service levels.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2025-2026 includes adequate funding for these services, with an annual cost not-to-exceed $150,000, in Account No. 30922200.614100 (Risk Management - Medical Services) in the Human Resources Department section of the budget book.
