RECOMMENDATION:
Staff recommends the Culver City Redevelopment Agency (”Agency”) approve an
extension to the existing Agreement with National Construction Rental in an
additional amount not to exceed ten thousand dollars ($10,000) for providing
temporary electrical power and security lighting at 4044 through 4068 Globe
Avenue (seven (7) adjoining properties).
BACKGROUND:
In 2004, the Agency purchased seven (7) surplus properties from the California
Department of Transportation (Caltrans). Originally, these seven (7) single family
properties were acquired by Caltrans for the purpose of widening the 405 Freeway.
The Caltrans project required the removal of six (6) garages and one (1) entire
single family home, significantly reducing the lot depths. This left these properties
without future garages and substandard driveways. The Agency purchased these
properties with the intent to create affordable housing opportunities.
Prior to Agency purchase of the Globe site, the properties were left unsecured,
resulting in looting and vandalism. Therefore, perimeter fencing was installed for
security. However, there remained the issue of break-ins during the evenings and
graffiti tagging on the freeway retaining wall, located at the rear of these properties.

In March of 2006, the Agency installed security lighting at the rear of the properties,
cleared the overgrown vegetation and boarded up the individual homes. These
actions have eliminated the above referenced problems.
DISCUSSION:
On March 8, 2006, an Agreement was entered into with National Construction
Rentals in an amount not to exceed ten thousand dollars ($10,000), to provide
temporary electrical power and lighting for the security of the Agency owned
property, at 4044-4068 Globe Avenue.
Prior to selecting National Construction Rentals for the purpose of providing security
lighting, A-1Coast Rentals and Andy Gump were also considered. However,
National Construction Rentals was found to be the lowest rate and able to provide
both, power poles and the appropriate security lighting for the Globe Avenue site.
The current rental rate for the power poles and security lighting is $197.56 every 28
days, plus Edison’s utility cost of approximately $80.00 per month.
Over the past four (4) years the Agency has spent approximately twenty eight and a
half thousand dollars ($28,500) to secure and maintain this site. To keep this site
secure for the next six months, it is estimated to cost fifty one hundred dollars
($5,100). This cost includes perimeter chain link fencing, security lighting,
landscape maintenance and Edison utilities.
FISCAL ANALYSIS:
The Agency has budgeted sufficient funds for Fiscal Year 08-09, utilizing Housing
Set Aside Funds under Property Acquisition and Development (account number
55497500.710100).

MOTION:
That the Culver City Redevelopment Agency:
1. Approve an extension of the existing agreement with National Construction
Rentals in an amount not to exceed $10,000; and,

2. Authorize the Agency General Counsel to review/prepare the necessary
documents; and,
3. Authorize the Executive Director To execute such documents on behalf of the
Agency.
