RECOMMENDATION:
Staff recommends the City Council adopt a resolution approving an application for
the Fiscal Year 2010/2011 funding cycle appropriation of the U.S. Department of
Justice, “Edward Byrne Memorial Justice Assistance Grant (JAG) Program” grant
funds for specific projects to improve public safety.
BACKGROUND:
The JAG Program provides funds to law enforcement agencies to prevent and
control crime. JAG programs provide agencies with the flexibility to prioritize needs
and to place grant funds where they are needed most.
The JAG establishes a program of criminal justice grants administered by the U.S.
Department of Justice, to aid state and local governments in implementing effective
criminal justice improvement projects. Grant funds may be used to support projects
that improve the prevention, apprehension, prosecution, adjudication, detention, and
rehabilitation of violent crime and drug offenders. Additionally, law enforcement
projects, including officer training, are eligible for funding.
The Culver City Police Department is eligible to receive $19,170 provided the
proposed JAG application is made available for public comment prior to the actual
application. The application must be processed by 6/30/2010.

DISCUSSION:
The Department proposes to allocate these funds to replace outdated computer
servers with one that is capable of providing many of the resources and abilities now
accomplished via several servers. This would save on electrical and cooling costs.
Additionally, the replacement of several outdated workstations would be possible.
The City secured a preliminary estimate from Dell Inc. in the amount of $19,013 for
the computer equipment, and software. Additional computer accessories (hard
drives, surge suppressors, cabling) would be purchased to facilitate the installation
and maintenance of the system.
FISCAL ANALYSIS:
The program is completely funded by the grant, and there are no matching
requirements.

MOTION:
That the City Council:
1. Adopt a Resolution approving an application for the Fiscal Year 2010/2011
funding from the Edward Byrne Memorial Justice Assistance Grant Program
to fund the purchase of computer equipment for the Culver City Police
Department; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.

PROGRAM NARRATIVE
Project Objectives
The City of Culver City intends to purchase an Enterprise Class server system that will
allow for the consolidation of servers from many to one for the Culver City Police
Department. The purpose of the funds is to replace outdated servers with one that is
capable of providing many of the resources and abilities now accomplished via several
servers. Additionally, the replacement of several outdated workstations would be
possible. The City secured a preliminary estimate from Dell Inc. in the amount of
$19,013 for the computer equipment, and Software. Additional computer accessories
(hard drives, surge suppressors, cabling) will be purchased to facilitate the installation
and maintenance of the system. At the June 28, 2010 meting, Council approved
staff's request to enter into the grant. Upon receipt of grant funds, , the .Police
Department will adhere to the appropriate purchasing procedures to obtain the
equipment/supplies.
Organization Capabilities and Competencies
Staff from the Police Department will track all draw downs and grant expenditures and
report on the use of funds no later than ten calendar days after the end .of each calendar
quarter.
Timeline
Once grant funds are awarded, the City will begin the procurement process. It is
anticipated that the project will be completed during fiscal year 2010-2011.
Performance Measures
The proposed project will improve the department's existing Information systems for
criminal justice and provide staff with better efficiency to do their jobs While providing the
ability to quickly restore critical systems due to natural or manmade disasters. Police

A preliminary estimate was provided by Dell Inc. in the amount of $19,013.98. The
proposed grant funds will fund the total project costs. The proposed project will
improve the department's existing information systems for criminal justice and provide
staff with better efficiency to do their jobs by facilitating the replacement of outdated
servers and workstations. Police Department staff will provide the necessary labor to
install the new computer equipment, software and accessories. Upon receipt of grant
funds, staff will seek competitive bids if necessary and begin the procurement process

OF AN APPLICATION FOR THE EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM
FOR FY 2010-2011.
WHEREAS, the City of Culver City, a municipal corporation within the State of
California, operating under a Charter filed in the office of the Secretary of State June 30,
2006, possess legal authority to apply for Federal Assistance under the Edward Byrne
Memorial Justice Assistance Grant Program; and
WHEREAS, the procedures established by the Edward Byrne Memorial
Justice Assistance Grant Program require the approval of application to be certified by
resolution.
NOW THEREFORE, the City Council of the City ofCylver City, California,.
DOES HEREBY RESOLVE, as follows:
1. The filing of an application for Federal Assistance under the Edward
Byrne Memorial Justice Assistance Grant Program for Fiscal Year 2010-2011, is hereby
approved.
2. The City Manager of the City of Culver. City, or his designee, is hereby
