RECOMMENDATION:
Staff recommends the City Council receive a presentation from the Department of
Conservation (DOC) regarding the Comprehensive Recycling Community (CRC)
Program and authorize the DOC to implement the Program in Culver City.
BACKGROUND:
The California Department of Conservation (DOC) has developed the
Comprehensive Recycling Community (CRC) Program to help communities
increase beverage container recycling by implementing coordinated, sustainable
programs. This is a collaborative effort between the State and Local Governments
to develop and implement strategies or best practices that increase the recycling
of beverage container material.
The DOC intends to increase beverage container recycling in targeted
communities with the ultimate goal of increasing beverage container recycling by
80% statewide. By establishing partnerships with targeted communities, the DOC
will facilitate efforts to provide more recycling opportunities by enhancing beverage
container recycling infrastructure and promoting the recycling message to the
public. Culver City is one of four cities statewide that was selected to participate in
the program this year. The other three cities are Riverside, Lake Tahoe, and
Tracy.
The criteria for selecting partnering communities include a wide variety of
considerations, such as population, existing environmental initiatives, and a
proactive and enthusiastic local government.

DISCUSSION:
The program in Culver City will include an analysis of the City’s current recycling
infrastructure and methods and will also seek public participation through
marketing, community outreach and education. The DOC will perform all tasks in
collaboration with City staff. The 12 to 18 month program will identify opportunities
to enhance the City’s recycling programs that may achieve the 15% goal. There
is no fiscal obligation to participate in the program.
It should be noted this specific program was not included in the Public Works
Department workplan for Fiscal Year 2007-2008. However, the City Manager
recommends the City’s participation in this program as it is consistent with the
environmental policy of the City as adopted by the City Council.
FISCAL ANALYSIS:
There is no fiscal impact associated with implementing this program. The
California Department of Conservation will be funding the necessary costs
associated with the program.

That the City Council:
(1) Receive the presentation from the California Department of Conservation
on the Comprehensive Recycling Community Program and
(2) Authorize the California Department of Conservation to implement the
Comprehensive Recycling Community Program in Culver City.
