RECOMMENDATION:
Staff recommends the City Council consider increasing the membership of the
Community Development Block Grant Advisory Committee (CDBGAC) by one seat
to be filled by a Youth representative and to direct staff on which method to use to fill
this vacancy.
BACKGROUND:
On January 22, 2007, by consensus, the City Council directed staff to place an item
on a future agenda for discussion by the City Council of increasing the membership
of the CDBGAC by one seat, which would be filled by a Youth representative.
DISCUSSION:
The CDBGAC meets twice annually (typically in December and/or January) to
discuss potential projects to be funded by the City’s CDBG allocation. The
CDBGAC’s recommendations are forwarded to the City Council for final action
(typically in January). The current members of the CDBGAC are:

Should the City Council direct that the CDBGAC membership be increased, the
Council may wish to provide direction on how this vacancy would be advertised.
Two alternatives Council may wish to consider are:
(1) Selection from a group of already identified youth
(2) Advertise the vacancy in the local paper and work together with the
Culver City Unified School District to publicize this opportunity to
school aged youth
Should the Council select the second option, to ensure the broadest exposure to
students, it is proposed to advertise for this position in September, 2007. Council
may wish to set an age range for potential applicants (for example: 15 to 17 years of
age). In order to be consistent with appointments of Culver City committee and
commission members, it is recommended that the Youth CDBGAC member be a
Culver City resident.
Should the Council take this action, it is expected the Council could consider an
appointment at the first meeting in October, 2007.
FISCAL ANALYSIS:
Increasing the Committee’s membership would subject the new member of the
Committee to the requirements of AB 1234 (Ethics Training). It is expected this
annual training would result in a $50 cost. Advertisement in the local newspaper
would be an additional cost. It is expected this cost could be accommodated in the
FY 2007-08 Budget.

That the City Council:
Consider expanding the membership of the CDBG Advisory Committee by one
seat to be filled by a Youth Representative, provide direction on how to advertise
the vacancy, consider an age range for the potential applicants, and provide
additional direction to staff as deemed appropriate.
