RECOMMENDATION:
Staff recommends the City Council award a construction contract to STL Landscape,
Inc., as the lowest responsive and responsible bidder, for the construction of the Culver
City Demonstration Rain Gardens Project, P-497
BACKGROUND:
The City was awarded a Prop. 50 grant from the State of California for the design
and construction of various projects to reduce storm water pollution. This proposed
project involves constructing rain gardens at the Public Works Maintenance Building
at 9505 Jefferson Boulevard and the Public Works Sanitation Transfer Station at
9255 Jefferson Boulevard. Storm water runoff will be collected at these sites and
will be directed to the subgrade of the proposed rain gardens where it will be filtered
through specially engineered soils. Any storm water overflow from the rain gardens
will be directed to the adjacent street via curb drains. The proposed project will also
include installation of landscaping and irrigation.
DISCUSSION:
On December 27, 2011, the City Clerk’s Office staff publicly opened the bids. Three
contractors responded with the following bid amounts:

Staff reviewed the three sets of bid documents and determined STL Landscape, Inc.
submitted the lowest total base bid. and found STL’s bid documents responsive and
complete. Its bid bond, contractor’s license, and worker’s compensation insurance
were reviewed and determined to meet City requirements. Therefore, staff
recommends awarding the construction contract to STL Landscape, Inc. as the
lowest responsive and responsible bidder, for the construction of the Culver City
Demonstration Rain Garden Project, P-497.
The construction management of the project will be conducted by Engineering
Division staff.
The construction inspector will be selected from City’s on-call list of engineering and
inspection consultants via a competitive Request for Proposal (RFP) process. The
cost for inspection services is expected to be approximately $20,000.
Should the City Council award the construction contract this evening, the proposed
construction project will begin in late January 2012 and is expected to be complete
in March 2012.
Public Notification
Approximately two weeks prior to construction activity, the adjacent businesses will
be provided with written information on the project schedule and contact information
for questions and/or concerns regarding the project.

Remaining funds are being used for the Baldwin Avenue Rain Garden Project and
the Full Capture Catch Basin Devices Project that are being installed throughout the
City.
MOTION:
That the City Council:
1) Award a construction contract to STL Landscape, Inc., as the lowest responsive
and responsible bidder, for the Culver City Rain Gardens Project, P-497, in the
amount of $344,216, based on its base bid; and,
2) Authorize the Public Works Director/City Engineer to approve change orders in
the amount not-to-exceed $36,422, if necessary; and,
3) Authorize the City Attorney to review/prepare the necessary documents; and,
4) Authorize the City Manager to execute such documents on behalf of the City.
