RECOMMENDATION
Staff recommends the City Council (1) award a construction contract to Elencor Belco Electrical Inc., as the lowest responsive and responsible bidder, in the amount of $463,407 for the Unsignalized Intersection Safety Improvements Project, PS-028; and (2) authorize the Public Works Director to approve change orders to the contract in an amount not-to-exceed $69,511 to cover contingency costs (15%).
BACKGROUND
Culver City’s Local Road Safety Plan (LRSP) report was finalized in November 2021. The LRSP analyzed collision data over a five-year period citywide and identified the top high-risk intersections. Ten locations were identified to seek grant funding for safety improvements.
On March 26, 2021, the City received confirmation from The State of California Department of Transportation (Caltrans) Highway Safety Improvement Program (HSIP) that the Unsignalized Safety Improvement Project of the City’s grant application was selected for funding.
On March 23, 2022, the City received Program Supplement Agreements from Caltrans for the project which allocated the HSIP funding for the projects.
The Unsignalized Safety Improvement Project proposes safety improvements at the ten (10) intersections listed below. The safety improvements include intersection lighting, installation/upgrade of stop signs and other warning and regulatory signs, and upgrade of intersection pavement markings.

• Overland Avenue at Northgate Street
• Washington Boulevard at Kensington Road*
• Washington Boulevard at Prospect Avenue
• Washington Boulevard at Kenyon Avenue
• Washington Boulevard at Midway Avenue *
• Washington Place at Boise Avenue
• Washington Place at Tuller Avenue
• Sepulveda Boulevard at Vera Way
• Jackson Avenue at Farragut Drive/Revere Place
* New or enhanced roadway lighting
Two locations, Washington Boulevard at Kensington Road and Jackson Avenue at Farragut Drive/Revere Place, include curb extensions to shorten pedestrian crossing distance and to make intersection operations clearer. The extension at Farragut Drive/Revere Place will be constructed with flex curb and filled in with pavers.
Two locations indicated in the list above are proposed for installation of new or enhanced roadway lighting for better nighttime visibility.
On April 11, 2024, staff presented the project to the Mobility, Traffic and Parking Subcommittee which provided unanimous support for the project.
On April 18, 2024, staff presented the project to the Bicycle and Pedestrian Advisory Committee which provided unanimous support for the project.
DISCUSSION
The notice inviting bids was posted on PlanetBids on May 16, 2024. On June 13, 2024, the City’s Purchasing Division opened the bids. Only one proposal was submitted, by Elencor Belco Electrical Inc. (Belco).
Staff reviewed the bid proposal from Belco and found the bid documents responsive, complete, and within the HSIP grant budget. The company’s bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Belco is a well-established electrical contractor and has completed many similar traffic signal projects in Culver City and in cities throughout southern California with satisfactory performance.
Construction is scheduled to begin in Fall of 2024 and is expected to be substantially completed by the Spring of 2025. This project’s construction activities will be scheduled to minimize impacts to residents, businesses, and the traveling public.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2024-2025 includes sufficient HSIP Grant funding in CIP No. PS-028 (Un-signalized Intersection Safety Improvements). This project can be found in the Capital Improvement section of the budget in Fund 423 - Capital Grants.

That the City Council:
1. Award the construction contract to Elencor Belco Electrical Inc., as the lowest responsive and responsible bidder, in the amount of $463,407 for the Unsignalized Intersection Safety Improvements Project, PS028;
2. Authorize the Public Works Director to approve change orders to the contract in an amount not -to-exceed $69,511 to cover contingency (15%); and
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
