RECOMMENDATION

 

Staff recommends the City Council (1) approve a three-year professional services agreement with Go2Zero Strategies for SB 1383 organics/recycling consultant services, in an amount not-to-exceed $175,000 annually; and (2) authorize the City Manager to approve two additional one-year terms for an additional amount not-to-exceed $175,000 annually.

 

 

BACKGROUND

 

Senate Bill (SB) 1383 (Lara, Chapter 395, Statutes of 2016, Short-Lived Pollutants: Methane Emissions Reductions) was signed by then-Governor Jerry Brown on September 19, 2016, to reduce organic matter in landfills, which is a source of methane emissions. According to the Department of Resources Recovery and Recycling (CalRecycle), organic waste accounts for more than a third of the materials in California’s waste stream.  When organic materials decompose in an anaerobic environment, methane gas is produced.

 

SB 1383 sets aggressive organic waste reduction targets to combat methane created by landfilled organics. Regulations place requirements on multiple entities including municipalities, residential households, commercial businesses and business owners, commercial edible food generators, haulers, food recovery organizations, and food recovery services to support achievements of Statewide Organic Waste disposal reduction targets. SB 1383 mandates requirements for jurisdictions, generators, haulers, solid waste facilities, and other entities to support achievement of state-wide organic waste disposal reduction targets. As a self-hauling agency with a City-owned Transfer Station, Culver City has unique requirements and is able to better control compliance by the City’s customers.

 

Consultant support has been utilized in prior years to assist with technical aspects of Culver City’s compliance program. Extensive activities are required by SB 1383 and are subject to regular check-ins and audits by CalRecycle, including: annual waste route reviews of 10% of commercial customers and 2% of residential customers; biennial waste sorts; quarterly waste evaluations; annual compliance review and follow-ups; reviews of waivers; inspection of edible food generators and food recovery organizations; assessment of self-hauler compliance and reporting; implementation of large event reporting procedures; investigation of complaints; documentation of red tag assessments from City sanitation drivers; production of the Electronic Annual Report and Capacity Plans; and management of the City’s implementation record software in compliance with CalRecycle requirements. Consultant support has provided additional expertise about technical and legal aspects of the permit and best practices, as well as freed up City staff and inspectors to focus on other local and state regulated activities.

 

In July 2021, the City issued a request for proposals for SB 1383 Organic Site Assessment, Route Audit and Waste Characterization. On October 25, 2021, the City Council authorized a three-year agreement with two one-year extensions with Go2Zero for this work. The agreement is set to expire on June 30, 2026.

 

 

DISCUSSION

 

On December 18, 2025, the City posted Request for Proposals (RFP) #2652 for SB 1383 Organics/Recycling Consultant Services. When the RFP closed on January 29, 2026, six submittals were received.

 

Staff reviewed the proposals to gauge project understanding, approach, and experience and found that Go2Zero Strategies’ proposal was clearly the most qualified and cost effective. Go2Zero Strategies currently provide these services to the City. Staff recommends hiring Go2Zero Strategies to provide SB 1383 Organics/Recycling Consultant Services for the cited State requirements and advancing the City’s environmental goals in amount not to exceed $175,000 annually. Go2Zero Strategies currently provides SB 1383 compliance consultant services to over 15 agencies in Southern California and has extensive experience navigating CalRecycle and its regulations.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes funding for these services in Account No. 20260400.610400 (Consulting Services) which can be found on page 517 of the Budget Book.  If approved, funding for Fiscal Year 2026-2027 and the remainder of the agreement term will be included in future fiscal year budgets.

2.                     Authorize the City Manager to approve two additional one-year terms, in an additional amount not-to-exceed $175,000 annually;

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
