RECOMMENDATION:
Staff recommends the City Council authorize the acceptance and appropriation of
$101,322 in grant funds awarded by the 2006 Urban Area Security Initiative (UASI)
to purchase Self Contained Breathing Apparatus (SCBA), approve the purchase of
SCBA from the vendor selected by the Southern California Area Personal Protective
Equipment Consortium (SCAPPEC), and approve the related budget amendment.
(The entire sum will be reimbursed by grant funds awarded by the 2006 Urban Area
Security Initiative grant.)
A budget amendment requires a 4/5ths vote.
BACKGROUND:
The City of Culver City has been awarded grant funding from the United States
Department of Homeland Security through the Office of Domestic Preparedness.
The grant is administered by the City of Los Angeles as a “Core City” for use in the
Los Angeles urban area and distributed to the individual municipalities within the
County of Los Angeles. This is the third Urban Area Securities Initiative (UASI)
grant secured by the Culver City Fire Department. The City of Culver City is one of
14 agencies awarded grant funding from the 2006 Urban Area Securities Initiative to
purchase Self Contained Breathing Apparatus (SCBA).

DISCUSSION:
The Fire Chiefs of all Fire Departments in Los Angeles County have established a
project to standardize all SCBAs within the County as part of a push for regional
interoperability. All fire departments in the County will use the same brand and
model of SCBA. When completed, this project will promote efficiency at large scale
incidents involving multiple fire departments.
The Southern California Area Personal Protective Equipment Consortium
(SCAPPEC) was established and tasked with developing specifications and
soliciting bids. The mission of this consortium is to “purchase the best product at the
lowest possible cost”. Currently the consortium is receiving bids and reviewing the
various makes and models. The consortium anticipates awarding the SCBA
contract to a vendor in November 2007.
Staff respectfully requests that the City Council, in addition to authorizing the
acceptance and appropriation of UASI grant funds, approve the purchase of SCBA
from the vendor to be selected by the Southern California Area Personal Protective
Equipment Consortium (SCAPPEC).

FISCAL ANALYSIS:
There is no requirement for matching funds from the City. The grant provides for all
costs in acquiring the approved equipment, including the cost of tax and shipping.
A budget amendment is required to amend the adopted budget to include the Grant
receipts (Account No. 41446000.341220) and appropriate for the purchase of SCBA
(Account No. 41446000.732120) to reflect the 2006 Urban Area Security Initiative
grant program.
A budget amendment requires a 4/5ths vote.

MOTIONS:
That the City Council:
1. Authorize the Acceptance and Appropriation of $101,322 in Grant Funds for
Self Contained Breathing Apparatus Awarded by the 2006 Urban Area
Security Initiative; and
2. Authorize a Budget Amendment to Grant Revenue Appropriation Account
41446000.341220 for this Program; and
3. Approve the Purchase of Self Contained Breathing Apparatus (SCBA) from
the Vendor to be Selected by the Southern California Area Personal
Protective Equipment Consortium (SCAPPEC); and
4. Authorize the City Attorney to prepare and/or review as to form any necessary
documents for such purchase and authorize the City Manager to execute
such documents on behalf of the City.
A four-fifths vote is required to approve the budget amendment.
