RECOMMENDATION:
That the City Council Adopt a Resolution that:
1. Orders the Preparation of the Engineer’s Report for the Albright
Avenue Street Lighting Assessment District for Fiscal Year
2006/2007;
2. Declares its Intention to Order the Levy of Assessments for Fiscal
Year 2006/2007; and
3. Duly notices and sets a Public Hearing for June 26, 2006, at 7:00
p.m. in the Mike Balkman Council Chamber to order the levy of this
assessment.
DISCUSSION:
This is the second year of ten years that the City has ordered the annual
assessment levy and collected assessments for the Albright Avenue Street
Lighting Assessment District.
A Public Hearing will be held not earlier than 45 days after authorization by City
Council, with a proposed date of June 26, 2006. All property owners within the
Assessment District limits will be mailed notification of the proposed continued
assessment and the date, time and location of the public hearing, as required by
Proposition 218.

During the Public Hearing the City will consider all protests against the proposed
assessment.
FISCAL ANALYSIS:
The City paid $53,152 to construct the capital improvements in March 2005 as
requested by members of the District as will be described in the ordered
Engineer’s Report. This levy will be the second year for the members of the
Albright Avenue Street Lighting Assessment District to repay the City through the
levied assessments over a total period of ten tax-years that began in fiscal year
2005/2006.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CULVER
CITY, CALIFORNIA ORDERING THE PREPARATION OF AN
ENGINEER'S REPORT PURSUANT TO THE PROVISIONS OF CHAPTER
15 01 OF THE CULVER CITY MUNICIPAL CODE AND DECLARING ITS
INTENTION TO ORDER THE ANNUAL ASSESSMENT LEVY FOR THE
ALBRIGHT AVENUE STREETLIGHTING ASSESSMENT DISTRICT AND
SETTING THE TIME AND PLACE FOR THE PUBLIC HEARING
WHEREAS, the City Council of the City of Culver City desires to conduct
proceedings for considering the annual assessment of a benefit district pursuant to the
terms and provisions of the "Levy of Annual Assessment" being Sectidn 15 01 070 of
Chapter 15 01 of the Culver City Municipal Code, in what is known and designated as the
ALBRIGHT AVENUE STREETLIGHT ASSESSMENT DISTRICT (hereinafter, the
"Assessment Distnct"), and
WHEREAS, the City Council of the City of Culver City desires to complete the
proceedings for the annual levy of the assessments as required by Article XIII (C) and (0)
of the Constitution of the State of California (Proposition 218), and
WHEREAS, these proceedings for the annual levy of assessments shall relate to
the fiscal year commencing July 1, 2006 and ending June 30, 2007, and
WHEREAS, the provisions of Section 15 01 055, require a written Engineer's
Report consisting of the following|109| A diagram of the area proposed to be assessed, and|109| An assessment of the estimated costs for said fiscal year
1NOW, THEREFORE, the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows
i The above recitals are all true and correct
2 The certain street lighting improvements were completed in March 2005
and are set forth in the Engineer's Report to be presented to this City Council for
consideration
3 The Engineer of Record is hereby ordered to prepare and file with the
City Qo kuncil an Engineer's Report relating to said annual assessment and levy in
accordance with the provisions of Section 15 01 055 of the CulVer City Municipal
4 Upon completion, said Engineer's Report shall be filed with the City Clerk
who shall then submit the same to this City Council for its consideration pursuant
to Section 15 01 070 of the Code of the City of Culver City
5 The City of Culver City hereby declares its intention to levy the annual
assessment on the eighteen (18) members of this assessment distnct for fiscal
year 2006/2007
6 A Public Heanng has been duly noticed for June 26, 2006 in the Council
Chamber of the City of Culver City
