RECOMMENDATION:
Staff recommends the City Council adopt a resolution authorizing the appropriation
of a grant given by the California Office of Traffic Safety for overtime
reimbursement to fund a total of two sobriety checkpoints from December 17, 2007
through January 3, 2008 and August 17, 2008 through September 3, 2008.
Staff also recommends a budget amendment to reflect the grant revenue and
appropriation accounts. (This budget amendment requires a 4/5
th
vote of the
City Council.)
BACKGROUND:
The California Office of Traffic Safety, through the National Highway Safety
Administration, is contracting with the University of California, Berkeley, Traffic
Safety Center to provide funds to law enforcement agencies for the purpose of
conducting sobriety checkpoints during the holiday seasons to reduce the number
of persons killed and/or injured in alcohol involved crashes.
Sobriety checkpoints are an effective way to maximize the deterrent effect and
increase the apprehension of motorists who would operate a vehicle while
impaired by alcohol. Studies in California and in other states point to the fact that
cities conducting sobriety checkpoints report substantial reduction in alcohol
related crashes. Additionally, organizations such as Mothers Against Drunk
Driving, the National Highway Safety Administration and the National
Transportation Safety Board call sobriety checkpoints one of the most important
DUI countermeasures available to law enforcement agencies.

The Culver City Police Department is eligible to receive up to $21,584.64 for the
reimbursement of overtime in conducting two sobriety checkpoints during the
winter holiday season of 2007/2008 and during the Labor Day holiday of 2008.
The Police Department’s application was accepted (Grant No. SC08101) and is
pending based on the approval of the City Council.
Proposed Used of Funds:
The grant receipt in the amount of $21,584.64 will fund overtime reimbursements
for up to two sergeants and 20 officers at each of the sobriety checkpoints.
Length of Award:
The grant period is October 1, 2007 through September 30, 2008 and it cannot be
extended.
Matching Funds:
There are no matching funds required.
FISCAL ANALYSIS:
The overtime used for the sobriety checkpoints is reimbursed and funded
completely by the grant. The maximum allowed cost per checkpoint is $10,792.32
for a total of $21,584.64. Since the sobriety checkpoints will occur during two fiscal
periods, the higher overtime rate of FY 2008/2009 was used to calculate the
reimbursement to insure that there are no shortages and that it will not impact the
General Fund.
The budget will be amended to reflect the grant revenue and appropriate the
overtime expenditure in the same amount of $10,792.32 each year for FY
2007/2008 and FY 2008/2009.

MOTION:
That the City Council:
1. Adopt a resolution authorizing the acceptance of a sobriety checkpoint overtime
reimbursement grant from the California Office of Traffic Safety to fund
overtime reimbursement for two sobriety checkpoints.
2. Contingent on City Council approval, authorize staff to amend the budget for the
revenue and appropriation accounts to include up to $10,792.32 in Fiscal Year
2007/2008 and up to $10,792.32 in Fiscal Year 2008/2009 to reflect the grant
revenues from the California Office of Traffic Safety. (This budget amendment
requires a 4/5
th
vote of the City Council.)
3. Designate the City Manager, or his designee, as the authorized City official to
execute and file all documents needed to implement the Sobriety Checkpoint
grant offered by the California Office of Traffic Safety.
