RECOMMENDATION

 

Staff recommends the City Council:  (1)  consider a request to include banners as part of the City’s Voter Education and Outreach Campaign, Culver City Counts, and (2) (if desired) approve a Budget Amendment for costs associated with the production and presentation of such banners.

 

A Budget Amendment Requires a 4/5ths Vote.

 

 

BACKGROUND:

 

At the City Council Meeting of February 8, 2016, Madeline Erlich provided public comment regarding the City’s Voter Education and Outreach Campaign “Culver City Counts” and its mascot Birdee and requested that the City Council provide additional awareness of the campaign and the upcoming election on April 12, 2016 by placing banners in the public right-of-way.  The City Council directed the City Manager to place this subject on a future agenda for City Council consideration.

 

 

 

 

DISCUSSION:

 

There are two types of banners that the City routinely uses to provide additional public awareness of City sponsored events:

 

1)                     Across the Street Banners (up to 24’ x 3’ in size) at the following three intersections:

a.                     Across Washington Boulevard at Walgrove Avenue

b.                     Across Overland Avenue in front of the Veterans Memorial Building

c.                     Across Sepulveda Boulevard near Berryman Avenue

 

2)                     Street Light Pole Banners (up to 3’ x 8’ in size) that are currently allowed in up to 50 locations along Culver Boulevard from Duquesne Avenue to Venice Boulevard in Downtown Culver City.

 

Staff received two quotes from banner companies with which the City has worked in the past and the lowest cost options are outlined below:

 

3 Across the Street Banners

 $2,536.66

25 Street Light Pole Banners

 $2,876.36

50 Street Light Pole Banners

 $4,972.96

 For Ease of Reference 3 Across the Street & 25 Street Light Pole Banners

 $5,413.02

3 Across the Street & 50 Street Light Pole Banners

 $7,509.62

 

Included in the prices are the costs to manufacture, install, and remove the banners, as well as the installation permit fees and technical surcharges.

 

Should the City Council wish to include banners as part of the Culver City Counts campaign, staff requests the City Council provide direction as to the following:

 

(1)                     Does the City Council wish to include Street Banners?

 

(2)                     Does the City Council wish to include Street Light Pole Banners?

a.                     25       OR

b.                     50

 

Fabrication of the banners would take seven to 10 calendar days from the date of order with installation occurring approximately 14 days after receipt of the manufactured banners.  Should the City Council so direct, the order would be placed tomorrow.   

 

FISCAL ANALYSIS:

 

Should the City Council wish to include banners as part of the Culver City Counts Campaign, a budget amendment appropriating up to $7,600 (rounded) from the General Fund Reserve would be necessary.  The actual amount needed is dependent upon the type and number of banners selected by the City Council.

RECOMMENDED MOTION(S):

 

That the City Council:

 

1.                     Determine if the inclusion of banners as part of the Culver City Counts Campaign is desired; and,

 

2.                     (If so), Select the type and number of banners desired; and,

 

3.                     Approve a Budget Amendment appropriating up to $7,600 from the General Fund Reserve to the City Clerk’s Office (account 10111100.517300)

 

A Budget Amendment requires a 4/5ths vote.
