RECOMMENDATION

 

Staff recommends that the Civil Service Commission (Commission) approve the revised classification specification and recruitment bulletin for Traffic Engineer.

 

 

BACKGROUND/DISCUSSION

 

Over the last several years the job responsibilities of Traffic Engineer have been filled through contract services. The Traffic Engineer is primarily responsible for providing technical oversight of traffic related studies and projects. In the FY 18-19 budget, City Council approved the Public Works Department’s request to add this position back into the budget.

 

After the budget was adopted, the Public Works Director/City Engineer reassessed the position, and recognizing that the mobility landscape is rapidly changing, made a recommendation to the City Manager to enhance the position to include responsibilities related to mobility. The proposed position, Mobility and Traffic Engineering Manager, would head a newly created division focusing on mobility and traffic related trends in an effort to anticipate community needs and identifying mobility issues pertaining to development, as well as continuing to oversee the City’s street meter and residential permit parking programs.

 

At its August 27, 2018 meeting, City Council approved the concept of creating a new division within Public Works to oversee mobility issues. Council also approved increasing the funding for this position to bring it to the level of other division heads within the City and to ensure that the position was competitive within the labor market.

 

The revised classification specification (Attachments 1 and 2) provide updates to the existing traffic related duties, as well as adds language to reflect that the position will be charged with developing a citywide approach to emerging transportation-related initiatives including coordinating with the Transportation and Community Development Departments on exploring autonomous vehicles, connected vehicles, electric vehicles, shared vehicles, and identifying opportunities for implementation, funding and coordination with other entities and private sector partners. The Mobility and Traffic Engineering Manager will be responsible for the planning, engineering and design of these programs with Transportation and Community Development providing the technical expertise and day to day management.

 

Recruitment Bulletin

 

The attached recruitment bulletin (Attachment 3) is consistent with the proposed changes in the associated classification specification.

 

 

FISCAL ANALYSIS

 

City Council approved the annual salary range for Mobility and Traffic Engineering Manager at $135,911 - $165,893. 

 

 

AUTHORITY

 

According to Civil Service Rules 3.3(a) and 6.4, the Commission:

 

                     Must approve new or revised classification specifications; and

                     Must approve job bulletins prior to recruitment, including examination components and the examination categories.

 

3.3(a)                     Processing:

 

The establishment of a new classification or a reclassification may be requested by any member of the City Council, Commission, appointing authority or any employee of the City.  The request shall be prepared and submitted to the Administrative Services Director and the affected department head, and attached thereto shall be a description of the duties to be performed, and such information or attachments as may be necessary to consider the case.  The Administrative Services Director shall review the requested action with the requesting party and make such recommendations to the Commission as the Administrative Director deems appropriate. 

 

The Administrative Services Director’s recommendations shall be communicated to the originator, the affected appointing authority and employee organization.  If any party disagrees with the Administrative Services Director’s recommendations, such objection may be presented in writing or verbally to the Commission at the time for consideration of the recommendation. The Commission shall make the final decision on the establishment of a new classification or revisions to an existing classification.

 

6.4                     Commission Approval:

 

Where an examination is required, the Administrative Services Director shall prepare a Job Bulletin and forward it to the Commission for approval.  It shall not be necessary to obtain additional Commission approval of a Job Bulletin if there have been no changes in the minimum requirements, or examination components.
