City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends the City Council adopt a resolution initiating proceedings for the levy and collection of annual assessments for the West Washington Benefit Assessment District Number Two and ordering the preparation of the Engineer’s Report thereon for Fiscal Year 2012/2013. BACKGROUND/DISCUSSION: The City has assisted in the formation of Benefit Assessment Districts by agreeing to construct landscaped medians along West Washington Boulevard, if on-going maintenance for the improvements is funded through a property owner approved assessment district. The subject district was approved by vote of the property owners and the initial year of assessments has been collected. Pursuant to Section 15.01.070(C) of the Culver City Municipal Code (CCMC), the proposed resolution presented to the City Council this evening describes any proposed new, or changes in existing, improvements or services, or both and orders the preparation and filing of the Engineer’s Report. Pursuant to Sections 15.01.070(D) and (E) of the CCMC, should the City Council adopt the proposed resolution, the Director of Public Works/City Engineer shall prepare (or cause to be prepared) the Engineer’s Report. FISCAL ANALYSIS: Both the costs to prepare the Engineer’s Report and staff time related to the administration of the Assessment District are charged to the Assessment District. These costs are estimated to be $3,500. Sufficient funds have been collected in the Assessment District to fund these costs. ATTACHMENTS: 1. Proposed Resolution. I RESOLUTION NO. 2012-R 2 3 4 5 6 7 WHEREAS, the City Council previously completed its proceedings pursuant 8 to the provisions of Chapter 15.01 of the Culver City Municipal Code ("CCMC") for the 9 formation of a benefit assessment district known and designated as the "City of Culver City 10 11 Benefit Assessment District West Washington Boulevard No. 2" (hereinafter referred to as 12 the "District"); and 13 WHEREAS, these proceedings for the annual levy of assessments shall 14 relate to the fiscal year commencing July 1, 2012 and ending June 30, 2013; and 15 WHEREAS, the City has retained the consulting firm of NBS for the purpose 16 of assisting with the annual levy of assessments and preparation of an Assessment 17 18 Engineer's Report (the "Engineer's Report"), to be filed with the City Clerk in accordance 19 with CCMC Section 15.01.055. 20 NOW, THEREFORE, the City Council of the City of Culver City, DOES 21 HEREBY RESOLVE as follows: 22 23 1. The City Council hereby orders the preparation of the Engineer's 24 Report in accordance with the requirements of CCMC Section 15.01.055, to be filed with 25 the City Clerk for submission to the City Council.
