RECOMMENDATION

 

Staff recommends the City Council approve a Purchase Order with Advanced Security Technologies LLC for a Modular Vehicle Barrier System in an amount not-to-exceed $198,339.96. 

 

 

BACKGROUND

 

The Culver City Police Department continues to seek strategies and acquire necessary equipment to mitigate injuries or death to pedestrians from vehicle intrusions during special events taking place within the City. Due to the inherent safety risks that unaware motorists or those with malicious intent pose to vulnerable targets, this system has become vital in preventing mass casualty incidents.

 

Mobile Vehicle Barricade Systems are specifically designed to stop and disable vehicles that approach highly populated areas.  This specific platform has proven to enhance public safety and provide peace of mind for eventgoers.  The vehicle barricade system is easy to assemble and durable, yet mobile so it can be operational in minutes and reconfigured to allow for easy access for emergency vehicles if ingress and egress becomes necessary. 

 

 

 

DISCUSSION

 

In recent years, cities and counties across the nation have implemented vehicle barricade systems to increase confidence in public event safety.  This system helps define safe zones for pedestrians and has been rated against vehicles up to 16,500 lbs.  The system’s construction allows for relatively effortless mobility by one person without the use of tools and can be erected in mere minutes.  Its design achieves a secure venue perimeter, while also providing ADA-compliant pedestrian access.  The system is highly adaptable with scalable configurations to match varying operational needs, with integrated options for emergency vehicle gates and controlled access points.

 

In assessing the specific needs of the City, this product would be acquired for use during community festivals, parades, holiday events, car shows, and 5K races, as well as entertainment zone activations.  It also has the capability to be pre-set and rolled into position so that weekly events, such as the farmer’s market, can utilize the system with minimal effort. 

 

Advanced Security Technologies is the sole source provider for their line of equipment, which is considered proprietary. The Police Department has searched for alternate products; however, there is no other vehicle barricade system that provides the durability and security, coupled with the versatility and easy assembly to fit the city’s needs. Per the Culver City Municipal Code Section (CCMC) 3.07.055.A purchases are exempt from bidding when the needed equipment are proprietary items of original manufacturers and/or their authorized exclusive distributors. In addition, CCMC 3.07.055.C purchases are exempt from bidding when there is only one source for the required equipment, good, supply or service.

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes funding in the amount of $198,339.96 in Department Special Equipment (10140200.732120).
