RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
Commercial Protective Services in an amount not-to-exceed $55,000 for security
services during construction of the Fire Station No. 3 project.
BACKGROUND/DISCUSSION:
Tragically, the construction site for Fire Station No. 3 was the site of a serious crime
which took place on or around January 3, 2009. The project was officially
suspended on January 9, 2009.
To promptly address the situation and provide necessary protection of City property,
on January 21, 2009, the City retained the services of Commercial Protective
Services for 24 hour unarmed guard service and 24 hours video surveillance with 7
day video recording storage. They have provided excellent service.
Construction on the project resumed on February 19, 2009. Staff believes it is
prudent to keep a security company on site during the regular work week for 16
hours a day with 24 hour video surveillance. The unarmed guard service would be
for the hours of 4 PM to 8 AM on weekdays, and 24 hours on weekends.
Staff is proposing this arrangement until the completion of the project, which is
expected to occur on May 31, 2009.
This agenda item was pulled at the March 9, 2009, City Council meeting to allow
staff to address concerns regarding the costs for the security services. In this
regard, staff has added a second option that is detailed below.

The total amount expended with CPS Security at the time of this report writing is
about $18,000. An additional $37,000 is required to extend the guard and video
surveillance services to May 31, 2009.
A second option for consideration is to only have 24 hour video surveillance
cameras without unarmed guards at a cost of $1000 a month until the Fire Station is
in operation which is expected to be sometime in June 2009. This option would cost
a total of approximately $4,000 to $5,000 thus saving approximately $33,000 over
the full security option with both guard and video surveillance.
FISCAL ANALYSIS:
There are sufficient contingency funds in P-857, Fire Station No. 3
Design/Development, to accommodate the security services contract.
MOTIONS:
That the City Council:
1. Approve a professional services agreement with Commercial Protective
Services during Construction Management services for the Fire Station No. 3
project in an amount not-to-exceed $55,000; and
2. Authorize the City Attorney to review/prepare the necessary documents and
3. Authorize the City Manager to execute such documents on behalf of the City.
OR
4. Approve a professional services agreement with Commercial Protective
Service for 24 hour video surveillance security services at the Fire Station No.
3 project in an amount not-to-exceed $25,000; and
5. Authorize the Public Works Director/City Engineer to increase the Contract by
an amount not to exceed $2000, if necessary.

6. Authorize the City Attorney to review/prepare the necessary documents;
and,
7. Authorize the City Manager to execute such documents on behalf of the City.
