RECOMMENDATION:
Staff recommends that the City Council: (1) approve the final plans and
specifications for P-684 and P-853, and (2) authorize publication of the notice
inviting bids for the Streetlight Improvement Projects, P-684 and P-853,and the
Streetlight Energy Efficient Conversion Project funded by the Southern California
Edison On-Bill Financing Program.
BACKGROUND/DISCUSSION:
Streetlight Improvement Projects, P-684 & P-853
These Capital Improvement Projects will replace and upgrade the existing
streetlight system, which has become obsolete and requires replacement for several
reasons:
• It is on series circuit and is over 30 years old;
• It has lead wiring which tends to corrode; and,
• It runs on high voltage
The scope of work within the stated project limits for Washington Boulevard and
Washington Place will consist of replacement of the conduits, wiring, and the City of Culver City, California

removal and replacement of eleven (11) existing non-standard streetlightswith new
25-foot-high ‘Cobra-head’ streetlights to include new fixtures with energy efficient
250 Watt Induction lamps, and the replacement of forty-four (44) luminaries with new
fixtures and 250 Watt Induction lamps on existing ‘Cobra-head’ streetlights.
The Streetlight Energy Efficiency Program will be built to appropriate standards,
including the applicable City Standard for street lights. Because this City Standard
applies, no additional plans and specifications are needed and none are presented
to the City Council’s consideration as part of this report.SCE On-Bill Financing
Program
On March 28, 2011, the City Council approved entering into an agreement with
Southern California Edison for their On-Bill Financing Program to finance energy
efficient projects using zero percent interest loans. $250,000 is budgeted for the
conversion of approximately 625 streetlights with energy efficient Induction lamps.
As part of the streetlight improvement projects, approximately 625 streetlights along
arterial streets are proposed to be replaced from the existing 400 watt High Pressure
Sodium lamps to 250 watt Induction lamps. The proposed locations of the
streetlights are on Bristol Parkway, Buckingham Parkway, Centinela Avenue, Culver
Boulevard, Green Valley Circle, Hannum Avenue, Hayden Avenue, Higuera Street,
Jefferson Boulevard, Overland Boulevard, Playa Street, Sepulveda Boulevard,
Slauson Avenue, Washington Boulevard (Lyceum Avenue to City Limits), and
Washington Place (Centinela Avenue to Grand View Boulevard).
It is expected that the award of the construction contract will occur in August 2011
with construction slated to begin in September 2011 and expected to be completed
in December 2011.
